Roundtable "Improvement of electoral legislation"
The Association for Participatory Democracy ADEPT and the Central Election Commission organised the Roundtable themed "Improvement of electoral legislation" on March 9, 2006, and discussed draft laws elaborated within the Improvement of Election Code Project, implemented by ADEPT with the assistance of Eurasia Foundation. The discussed drafts call for the implementation of recommendations of the Organisation for Security and Cooperation in Europe (OSCE), Commission for Democracy Through Law of the Council of Europe (Venice Commission), IFES Foundation, observers of the 2005 parliamentary and local elections, proposals formulated at seminars, national and international conferences on electoral matters. Distinct drafts have also been elaborated to seek the modification of the electoral system of Moldova, introduction of some amendments on use of elector's cards, determination of voting procedure at parliamentary elections by citizens working abroad, etc.
Taking part in the Roundtable were members of the Central Election Commission, representatives of the Parliament, leaders and members of parliamentary and non-parliamentary political parties, representatives of Eurasia Foundation who exposed their proposals and visions on prospects of a better electoral legislation, formulated amendments to draft laws on modification of the Election Code elaborated by ADEPT Association. Proposals and objections of participants were taken into consideration to finalise the draft law elaborated by an ad-hoc group created within the Parliament to work out proposals on improvement of the Election Code, in compliance with recommendations and resolutions by the Council of Europe, OSCE and other international organisations.
