According to the Congress of Local and Regional Authorities (CLRA) of the Council of Europe (CoE), the second round of elections for the Governor (Bashkan) post of Gagauzia, on December 17, 2006, was better organised than the first one, with less pressure on the members of the Central Electoral Commission (CEC) of Gagauzia and on Gagauz voters. At the same time, CLRA has observed several deficiencies, among them: the lack to some extent of CEC impartiality and competence; disregarding in several cases the “Secrecy of vote” principle; a high number of voters on the supplementary voting rolls, etc.
The CLRA delegation that observed elections in Gagauzia has encouraged the new elected Governor and the central authorities to cooperate actively.
Mihail Formuzal, elected as the Governor of Gagauzia, has stated on December 19, 2006, that he intends to cooperate in a constructive manner with central authorities from Chisinau, against which he expressed many times his negative attitude during the election campaign. Formuzal has mentioned also that he will not criticize or link the faults with his forerunners, but in turn will take to an end all projects started already.
