Starting 1999, Gagauzia has held many elections of different levels, but the lives of voters did not improve so far. On the contrary, their lives are worsening every year. This happens because politicians elected by the Gagauz to rule the region forget their pre-electoral promises once they make themselves comfortable in armchairs in offices of local or central authorities.
The present leaders have disappointed the population of the autonomy. They proved to be weak and professionally unprepared to unite people and rule Gagauzia for the benefit of whole society. Indifference of leadership toward native region, its isolation from people — these are the main sources of big and little evil in Gagauzia. The name of the ATU Gagauzia only will remain after several years, if the things do not improve much soon.
Residents of Gagauzia will have to elect a new Bashkan on December 3, 2006. The fate of all Gagauzia and the future of each of you will depend on what decision you make this day. I believe that many of you are aware that the leadership of Gagauz Yeri, relying on unity of population, can protect the interests of the autonomy in front of the central authorities. Only a new professional and honest leadership of Gagauz Yeri will help the autonomy get rid of political and economic depression, prevent a social catastrophe and give an impulse to the process of recovery of the Gagauz society.
You will dismiss the acting anti-people leadership on December 3. But this will be only the beginning of rebirth. Our key goal is to take Gagauzia out of the crisis, to implement well-prepared social and economic programmes.
The draft programme Eleven Steps to Meet People is available for wide public debates. This programme is a generalised summary of your opinions about various aspects of life of society told during our many meetings.
You will ask why eleven steps? Because the autonomy has turned 11 but we have to ascertain today that many opportunities have been failed in that period. Each of our future “steps to meet people” is both the obligation to recover what we have failed in the past years, and a clear reference for going ahead.
I would capture your attention on one more thing — this is a draft, not a programme. The team of professional leaders of the Yedinaya Gagauzia Movement wants to base its actions on a document which studied at maximum the opinions and desires of citizens, not only accepted by electors.
I strive to obtain a true people’s programme for the future activity as Bashkan.
I ask you kindly to include in this draft your proposals related to problems of the autonomy in general and issues linked to interests of your town or village in particular. You can also raise observations against any “step”, disagree with any of these steps.

We have plans to finalise the programme at the end of the campaign, after receiving proposals and observations from you, so that to start implementing the initiatives of people immediately after elections.
I have always considered that politics is the accomplishment of the masses, not a petty slogan, but a guide in actions for every political leader who respects his people and wants the citizens be active participants in the ruling process. The true democracy is the sovereignty of people. And this broad notion means both authority of people and power for people and with the participation of people.

1.1. The new leadership of Gagauz Yeri will start up from fact that its direct task is to protect the interests of Gagauzia’s residents both inside the autonomy and everywhere. It will not resign itself that tens of the Gagauz who earn for living abroad found themselves abandoned by acting leadership of Gagauzia.
1.2. The new leadership will ask the president, parliament and leadership of the Republic of Moldova to open official commercial-economic and cultural representations of Gagauz Yeri in Turkey, Russia, Bulgaria and Ukraine. They will be in charge with supporting tight relations with all nationals from other countries.
1.3. In addition, it will request the Embassies of Turkey, Russia and Bulgaria to Moldova to open consulates in our autonomy. These measures will both strengthen the international authority of Gagauzia and of the whole country in general and will ensure legal and moral assistance to residents of the autonomy and nationals from abroad.
1.4. Commercial-economic and humanitarian ties with regions in Russia, Turkey, Bulgaria, Ukraine, governments of the European Union will be established and strengthened in order to create special assistance funds for Gagauzia in these countries.
2.1. The new leadership will insist on completions and specifications in the Law on Special Status of Gagauzia, which are needed to turn the current relations of subordination into cooperation between central authorities of the Republic of Moldova and the leadership of Gagauz Yeri.
2.2. Article 12 of this law concerning the competences of the People’s Assembly of Gagauzia will be worked out into a concrete form, so that to establish clearly the powers of Chisinau and the prerogatives delegated and guaranteed to Gagauzia. In addition, an agreement on delimitation of functions between centre and autonomy is planned to be signed. It will be also established that nobody is able to change or annul these ruling prerogatives of the autonomy on own will. This will balance the long-term mutual relations with the centre and will reduce the dependence of Gagauzia on often changeable orientations and political sympathies of parties that gain the power of the country.
2.3. The new leadership will obtain the fulfilment of promises by leaders of the ruling Communist Party of Moldova regarding the constitutional strengthening of the right of Gagauzia to self-determination, if Moldova loses sovereignty. This will ensure the silence in the region and will prevent speculations on a possible union with Romania.
2.4. The new leadership will raise a legislative initiative on functioning of political parties in Gagauzia, on basis of legislation of the Republic of Moldova and Gagauz Yeri, which will allow the creation of regional parties in Gagauzia to hold local elections.
2.5. The leadership will insist on introduction of quotas for representatives of Gagauzia in legislative and executive powers of the Republic of Moldova.
2.6. A real monitoring on respect for human rights in the autonomy will be introduced and citizens will not be pursued any longer for their political memberships.
2.7. A 1st-category status will be sought for one of customs stations at the border with Ukraine, its completion with own staff and equipment to ease the travel of foreign citizens through the autonomy, as well as to encourage the development of foreign tourism from CIS and Europe in Gagauzia.
3.1. The new leadership of Gagauz Yeri will hold a decisive fight against poverty faced by population and massive unemployment, which chase many citizens from their native country to work abroad. The power will provide population with true information about measures taken against corruption. Gagauzia holds enough possibilities to use its economic potential successfully. The harmful thought that the authorities of the region have imposed to population in the past years that we would not survive without support of Chisinau is a lie.
3.2. The new leadership will refuse the subsidies of the centre and will ensure the completion of the budget from guaranteed collections from the autonomy and indirect taxes from the central budget. All production enterprises will be inspected; concrete plans on recovery and more effective use for economic growth of Gagauzia will be adopted. They will become the main source for new jobs and growth of allocations for social needs.
3.3. Local and foreign capitals will be actively attracted in the economic recovery process, advantageous and equal conditions will be created in Gagauz Yeri. A special attention will be paid to joint ventures, small and medium businesses.
3.4. Possibilities of legal disorder produced by lots of control bodies will be eliminated. Small business representatives will not be required any longer to use electronic cash registers and other obstacles will be also remedied.
3.5. Authorities will appeal to the U.N., other international organisations, as well as to governments of CIS and European Union to urgently help the Gagauz get rid of the humanitarian catastrophe they are facing today. The new leadership will seek financial and material assistance for population of the autonomy, deployment of management specialists to Gagauzia to consult on drafting of concrete programmes on settlement of the crisis, opening of new enterprises, including new jobs, creation of a mechanism of compensations for more categories of population.
3.6. The project Comeback of Nationals will be introduced for residents of the region working abroad, providing them with the opportunity to find jobs or to enlarge their business at home, where they will be ensured and guaranteed the safety of their investments.
The cardinal improvement of the healthcare system for population of the autonomy will be a priority of the new leadership of Gagauz Yeri. Insufficient and bad ensuring of existing health institutions, expensive drugs and medical services deprive more and more citizens of the necessary health assistance. Chronic diseases that produce disability, loss of capacity of work and early death of people have widely extended.
4.1. The leadership will legally support these issues from the national programme on recovery and development of healthcare system in Gagauzia, which will be implemented both from own resources and international humanitarian funds. It will call for new medical equipment and medications, specialists for rare diseases to grant emergency assistance to Gagauz citizens.
4.2. In addition, the leadership will cooperate in special cases to help carry patients to hospitals in CIS and European Union.
4.3. The maintenance and capital repairing of hospitals and medical facilities in all villages in Gagauzia, as well as opening of three diagnosis centres in cities will be a strategic goal of the new leadership. All three centres will be endowed with modern diagnosis equipment and Gagauzia will have its own tomograph.
4.4. Retirees and disabled people will enjoy price facilities for drugs and medications will be given for free in special cases to citizens in need. Gagauz Yeri will hold a mandatory dispensarisation of population with regularity and a healthy lifestyle will be widely advertised first of all among children and youths, in a move to combat the drug addiction and AIDS.
4.5. Children and youths will spend holidays again in healthcare camps and boarding houses, including sport facilities.
4.6. The new leadership will pay normal salaries to medical personnel, will ensure social facilities to auxiliary medical personnel. It will take measures to ensure Gagauzia with the necessary highly qualified doctors for all profiles. Talented Gagauz youths will be financed to study at Moldovan and foreign medical institutions of higher learning. At the same time, Gagauzia will create conditions for comeback of young specialists.
The education system in Gagauzia is in a lamentable condition. The learning of the Gagauz, Moldovan and Russian, official languages of the autonomy, is not organised well. The history of the Gagauz is not taught. Gagauz schools face a catastrophic lack of young teachers, including of mathematics, physics, chemistry, and other subjects, face a deficit of contemporary teaching methods and textbooks. They face a serious lack of computers, access to Internet. Under these conditions, many children of ours cannot obtain a quality education; they face certain difficulties related to admission at institutions of higher learning.
5.1. The new leadership intends to change the situation radically. A regional programme will be worked out and implemented, urgent changes dictated by life and supported by specifics of the autonomy will be introduced in the education process in schools. The technical endowment of educational institutions of all levels, including in villages, will be improved under the same programme.
5.2. Relying on own resources and support of Russia and Turkey, European Union, the leadership of the autonomy will implement a regional programme on young teachers, including their higher qualification in leading universities in Moldova, Russia, Turkey.
5.3. A special attention will be paid to restoration and extension of exchanges of teachers and students between Gagauzia and Russia, Gagauzia and Turkey, including rest of Gagauz youth at summer camps for students in other countries.
Retirement for our citizens means crossing the line of poverty, permanent needs and fear to face poverty. The pension does not cover at least the permanently increasing minimum consumption basket, while most of social facilities and indemnities have been annulled. Besides financial problems, many retirees face loneliness, indifference of authorities and society. The leadership humiliates tens of thousands of people who have spent their forces and lives for the benefit of homeland by giving them pre-election alms, cannot ensure normal living standards.
6.1. The new leadership of Gagauzia will start resolving the problems of retirees on the first day. More funds will be spent for better lives of retirees, rise of pensions, additional social facilities in the measure of economic growth in the region, rise of collections to the budget, including humanitarian aid. The compensations for retirees and invalids will grow proportionally to the rise of natural gas prices.
6.2. The experience of Turkey, Russia, member states of the European Union in the field of assisting retirees will be studied to take over everything proper to our conditions. The leadership will do its best to enhance the retirement assistance so that residents of Gagauzia be able to consume the food they need, receive the necessary medical assistance, as well as to meet their cultural necessities, participate actively in the public life.
6.3. Gagauz entrepreneurs in the autonomy and abroad will be appealed to create a voluntary public fund for additional assistance of retirees and the means from this fund will be used to assist the neediest elderly under a decision by the Patronage Council.
6.4. In addition, the means of the fund for social assistance of population will be proportionally distributed to urban and rural mayoralties directly. This will simplify the procedure of reception of aid by retirees and will reduce the time needed to grant such assistance.
6.5. Retirees will actively participate in the rebirth of Gagauzia. Their experience and knowledge, their advice for education of the young Gagauz generation will be used through all possible methods to ensure a succession and conditions in order to transmit the glorious traditions of fathers and grandfathers to children and grandchildren.
The population of the autonomy does not believe in its government. On the other hand, it is known that the people’s will is the best educator and controller of the power. That’s why necessary measures will be taken so that all ruling bodies in the autonomy act for interests of citizens and in line with people’s will. This is the only way to approach the power and people.
7.1. The relations between authorities and citizens stipulated by Constitution of the Republic of Moldova and constitutional law on Gagauz Yeri will be strictly monitored.
7.2. The new leadership will ensure a real transfer of competences and financial autonomy to local authorities. The responsibility of local authorities toward population will grow. The number of functionaries at level of districts and leadership of Gagauzia will be reduced.
7.3. A system of training of young politicians capable to resolve economic, welfare, scientific and cultural development will be set up in order to prevent casual persons without knowledge, political resistance, without elementary ethic and moral skills and experience of life from becoming mayors of Gagauz towns and villages, members of the People’s Assembly by lying population. The new leadership will contribute to their active promotion to ruling structures, will involve them in resolution of problems of the autonomy.
7.4. All districts of the autonomy will be represented in ruling bodies and proportional distribution of annual capital investments.
The new leadership will pay primordial attention to development of Gagauzia’s autonomy. There are 26 mayoralties and 155,000 people in Gagauzia. The agriculture is our basic economic potential today, though Gagauzia was an industrially developed region till 1991. The collapse of local industry produced an exodus of qualified specialists, reduction of budget collections and rapid worsening of living standards of population.
8.1. The basic economic task of the new leadership is to create a favourable investment climate and guarantee the protection of investments; reform the tax system in order to simplify it; annul the income tax for farmers, provide them with the possibility to sell alone their production inside and outside of the country;
8.2. The right of Gagauzia to independent extra-economic activity must be strengthened at legal level, so that the exportation of Gagauz production to traditional eastern markets, firstly to Russia, not to depend on changes of dispositions of the Chisinau politicians;
8.3. A special project called “Free economic zone in Gagauzia as a stage of rebirth of Moldovan economy” aimed at creating a region with an experimental taxation based on the legal regime of the Europe Union (including jurisdiction of the Court of Justice of the European Communities) will be worked out with the active contribution of E.U. qualified lawyers.
8.4. The leadership will obtain permanent places in Chisinau markets for farmers from Gagauzia, so that to be able to sell their products there without intermediaries. Trade facilities will be organised via consumption cooperatives to buy agricultural production from farmers.
8.5. The agriculture will be ensured state sustenance, including through low-interest credits, tax vacations, facilities for purchase of equipment, lubricants, fertilisers, as well as formation of state order to meet the needs of budgetary sector.
8.6. Small and medium business representatives based in villages which process agricultural production will enjoy tax facilities. The sustenance of agriculture will help stop the exodus of population from rural areas and ensure temporary jobs until creation of new jobs in industry sector.
8.7. The mutual relations between lessees and owners of land and property will be put in order. A mechanism will be created with the participation of citizens and authorities to control strictly the respect for conditions of rent contracts.
8.8. A regional policy on stimulation of entrepreneurs using energy saving technologies, modernising enterprises, especially those assisting population, as well as of entrepreneurs using unusual sources of energy will be implemented.
The former flourishing villages of Gagauzia are degrading because of indifference of central and regional authorities toward problems of farmers. The infrastructure is regressing, many villages lack markets to sell quality goods, lack pharmacies, medical facilities, libraries. Cultural clubs and recreational houses are shut up, radio stations do not work, and there are problems with connection. Rebirth and development of Gagauz villages will be possible only if the agricultural production system develops, if farms open inside and near villages, vineyards, orchards are planted, small and medium processing businesses appear.
9.1. The new leadership will launch a policy on rebirth of Gagauz villages firstly by involving farmers in the process of development of agri-industrial production on basis of new technologies and with the use of new equipment. Both own means of the autonomy and money attracted from Russia, Turkey, CIS and European Union, special humanitarian aid from international organisations and foreign investments will be used for these purposes.
9.2. The leadership will implement a complex programme on gasification, water providing, road building and renovation, as well as sanitation of all villages in Gagauzia and communal conditions. Making them attractive by involving all layers of the Gagauz society in this activity will allow citizens to be proud of their city, village, home, courtyard, roadside, common place of rest and order.
9.3. We intend to lay down a hard coverage on motorways linking all establishments in the autonomy and main transit highways crossing Moldova, including international ones, on account of an effective work with various international funds.
The culture in Gagauzia has fallen into oblivion and this fact has a negative impact on moral side of population, especially on young generation, lowers the intellectual level, produces isolation from cultural processes in the world and finally leads to degradation of public consciousness.
Cultural employees of Gagauzia earn very low salaries. Some hundreds citizens are subscribed to periodicals in Gagauzia. Of course, the culture in Gagauzia cannot develop under these conditions.
10.1 The rebirth and development of the Gagauz culture will be a priority of activity of the new leadership. The new leadership will direct funds from internal sources, investments and humanitarian aid to rescue and renew the Gagauz culture, make it advance in the masses, restore the National Theatre, complete libraries’ funds, restore cinema clubs in villages by acquiring mobile cinema theatres.
10.2. Salaries of cultural employees will be increased, their conditions of work and living will be improved.
10.3. Assistance of personalities of the Gagauz culture who live in Russia, Turkey, Bulgaria, and other countries, as well as of authorities and cultural societies and creative organisations from Russia and Turkey, which are capable to finance and train our writers, poets, painters, librarians, directors and actors, will be attracted.
10.4. Gagauzian mass media founded by state authorities will be transmitted to creative groups and it will not be financed from budget any longer. Conditions for financing of public television will be created the next two years on basis of world practice, excluding any interference of authorities in its activity. The leadership will resolve this problem with the support of international organisations interested in developing the democracy.
10.5. A programme on cooperation with nongovernmental organisations in Gagauzia will be implemented, creating conditions for their development. The meddling of authorities in their activity and attempts to control NGOs them will be stopped.
The unsatisfactory demographic situation in Gagauzia is a consequence of economic collapse and worsening of living standards of population. The number of babies born every year is on the decline. More and more people die. The autonomy is emptying.
11.1. A regional programme on growth of birth rate will be approved and it will stipulate systems of qualified medical assistance for pregnant women and women lately confined, as well as for new-born babies from towns and villages; an indemnity of at least 10,000 lei will be paid for the birth of the third child.
11.2. Creches and round o’clock groups in kindergartens will function in Gagauzia for a good education of children, including of those whose parents are working abroad.
11.3. The new leadership will organise youth camps to allow youths to repose there, practice sports and improve their cultural knowledge, as well as to help resolve problems of the autonomy — harvesting, building roads, sanitation of towns and villages.
11.4. Rallying youths in resolving the problems of the autonomy will prevent them from participating in criminal groups, consuming drugs, taking part in criminal activities, allowing youths to become dignified members of society.
