Establishment of the date for elections of the Governor (Bashkan) of Gagauzia
On 27 December 2014, the People’s Assembly of Gagauzia (PAG) adopted decision no. 352–3C/V on organizing elections of the Governor (Bashkan) on 22 March 2015. The second round of elections, if necessary, will take place on 5 April. The decision was adopted according to the local legislation, with the term of the governor in office expiring on 14 February 2015. The date of elections was established based on the decision that they should occur before the Easter holidays.
Establishment of the Central Electoral Commission of Gagauzia (CECG)
On 27 December 2014, the PAG approved the decision on establishment and composition of the Central Electoral Commission, which will have the task to prepare and conduct the elections of the Governor (Bashkan). According to the electoral legislation of Gagauzia, the CECG shall be composed of nine persons.
Amendment of the electoral law in terms of setting the date of elections
On 27 December 2014, the PAG adopted law no. 52–3C/V on amending law no. 32-XXXIII/I of 11.09.1998 on the elections of the Governor (Bashkan) of Gagauzia. Thus, according to Article 14, the PAG shall set the date of ordinary elections of the Governor not earlier than three months before the end of term of the Governor in office, and elections should take place not later than in three months after the end of term. According to amendments to Article 55, voting shall be done by applying the “Secim” stamp against the name of the candidate the voter chooses in the ballot.
Regulations on the drawing procedure for the registration of candidates
On 3 January 2015, the CECG adopted decision no. 4/26 on the Regulations on the establishment of the drawing procedure for determining the order of submission of applications by potential candidates for the position of Bashkan and their further registration.
Amendment of the electoral law concerning the candidates’ supporter signature sheets
On 19 January 2015, the PAG adopted law no. 53-C3/V on amending law no. 32-XXXIII/I of 11.09.1998 on elections of the Governor (Bashkan) of Gagauzia. The review of Article 50 of the law has led to the reduction of the number of signatures necessary for the registration of a candidate: “the least number” — from 5 thousand to 1.5 thousand, and “the most number” — from 6 thousand to 2 thousand. The minimum number of signatures to be collected in one locality has also been reduced — from 300 to 100.
