Electoral program of the candidate for General Mayor of Chisinau Dumitru Braghis

I was born in Chisinau Municipality and I know the problems of its residents. I love and I am proud of my city. I have the professional background, knowledge, strength and will to transform together with you the capital into a prosperous city, where each and everyone feels at home. This is our common goal. Together for Chisinau!

Chisinau — a modern city. We would implement the strategy of Chisinau Municipality Development to ensure a decent living and a favourable environment for business, especially housing, rational location of social-cultural and manufacturing infrastructure, efficient use of land.

We would attract local and foreign investments to carry out projects for the municipality development. We would guarantee an attractive business environment that would boost new businesses and well-paid jobs. We would implement programs to employ young people so as to prevent the brain-drain from the country.

We would renovate streets, including in the neighbourhoods, we would reduce the traffic by optimising the routes, and reduce the air pollution by directing the transit transportation outside the city. We would transform Chisinau into a modern capital with large and lightened streets and good roads.

We would ensure economic balance and reduce discrepancies in the living standards between the centre and suburbs, conducting individual programs for the development of the villages of the municipality. Gas supply, building roads, water supply, other social needs — would be the top priorities for developing those localities.

Chisinau — a clean city. We would turn Chisinau into a clean city. We would open a modern garbage processing factory, we would renovate the water cleaning station, we would arrange for daily garbage collection and bring back the flower smell into the city. Parks and public gardens, Bic river, lackes and swimming pools would become clean recreation areas in Chisinau.

Chisinau — a city of public order. We would ensure public order increasing the efficiency of municipal police. We would create an atmosphere of security and order for each citizen in the entire municipality — in the streets, public places, apartment blocks.

Chisinau — city of culture and traditions. We would preserve the architectural aspect of the city as a national cultural patrimony and part of the European civilization. Places of culture, libraries, museums, theatres would be supported by the Mayoralty, thus contributing to the spiritual comfort of the people. We would provide scholarships to the distinguished personalities of the municipality in science, culture, arts and sports. We would diversify recreation for youth; we would open stadiums in all the districts of the municipality so as to encourage wellness and healthy lifestyle.

We would continue social programs, would launch new projects in line with latest methods and technologies.

For new housing. We would extend the construction of mortgage housing, by lowering the initial quota to 25% and extending the payment period to 15 years. For the young couples and families with many children, elderly and disabled we would build 500 social apartments as soon as 2006, later increasing the number to 1000 per year. We would identify the technical problems of each apartment bloc, neighbourhood and sector and would conduct the renovation works needed.

For quality services and low prices. We would improve the quality of services rendered to citizens. We would lower the bills on communal services by reducing administrative costs, loses and intermediaries.

For protection and social justice. We would design social programs for the poor residents of the municipality. We would provide social assistance at home to elderly and disabled. We would extend the network of social canteens in each district of the city. We would provide social compensations on medication and food to the elderly. We would provide facilities for the medical assistance to the persons in need. We would create rehabilitation and placement centres for the children on the streets and the victims of domestic violence. We would initiate in partnership with businesses a program of public works with immediate remuneration.

For education and quality. We would adjust education system to European standards. We would provide modern equipment to schools and kindergartens. Teachers would get a bonus to the salary and other social facilities. We would organize for the kids to be fed at schools. Low-income families would be provided support in preparing their kids for schools, they’ll be offered tickets to summer camps in the summer.

I shall be guided by the following principles in my activity as a Mayor:

Efficiency. De-bureaucratisation of the mayoralty apparatus; introducing e-government. Excluding barriers in resolving citizens’ and businesses’ problems; introducing “one stop” system at the place of residence.

Competence. Officer serving the citizen. Professionalism, honesty, civic and moral values, desire and commitment to work in the best interest of the Chisinau residents — these would be the criteria for selecting administrative staff.

Transparency. Publishing decisions of the Municipal Council and Mayor in the Official Monitor and on the mayoralty website, together with a monthly report on the revenues collected to the municipal budget and funds spent.

Collaboration with central authorities and Municipal Council being guided by the supremacy of law and provisions of the European Charter on Local Autonomy so as to guarantee the rights and freedoms of Chisinau residents.

Permanent consultation of the citizens in order to set the priorities for municipal administration, including via a “hot-line”.

Involving Chisinau residents, businesses and civil society in social and cultural projects.

As a Chisinau Mayor elected with your support and with your vote, I undertake the personal moral, and political responsibility to enforce this programme in the best the interest of Chisinau residents.
