As the country faces a critical situation, the municipality should be formally a leader in promoting the economic reforms, improving the city infrastructure, developing the branches of trade, public services, education, medicine, culture, social protection, etc. However, the accomplishment leaves much to be desired because the Chisinau City Hall does not work for two years.
On the other hand, as 70–75 percent of public finances of the country go to Chisinau, when the economic and intellectual potential of the capital are much better than of any other region, the acting city hall administration registers unsatisfactory results.
The slow development pace in all vital sectors of the capital indicates an inconsistency and lack of dynamic and clear concepts and programmes on development of Chisinau and suburbs.
Being aware of the fact that the Chisinau Municipal Council has become an arena for political battles and chaos, Vladimir Guritenco proposes a realistic and balanced electoral programme capable to encourage an economic growth, creation of new jobs, to ensure a real restoration of infrastructure, social sector, etc.
Vladimir Guritenco would opt for:
- creation of the economic department of the city hall on basis of a new concept, which would generate and implement complex programmes on reformation of all branches of the municipality’s economy;
- a new concept of structure of the Chisinau City Hall aimed to eliminate the present bureaucratic system, which halts the initiative of citizens and businesses, encourages the subjectivism and personal interest in promotion of the city hall decisions;
- strengthening of the role of praetor’s offices as important factor in relations with citizens, businesses, so that the Chisinau City Hall be able to focus its efforts on key problems;
- a viable and permanent system of relations with citizens of the municipality, aimed to include the city hall, praetor’s offices, administrations of towns in neighbourhood and suburbs, all municipal councillors in a productive dialogue with society;
- a balanced and real job creation programme based on introduction of stimulating mechanisms for Chisinau-based businesses;
Taking into account the specifics and importance of the Chisinau municipality, Vladimir Guritenco proposes:
I. An urban plan on construction and reconstruction of municipality, which calls for:
- construction of apartments, industrial enterprises, commercial and social service objectives;
- construction and reconstruction of streets in Chisinau;
- plan on reorganisation of the municipal transportation system (including construction of bus stations, underground garages), prohibition of car parking on pavements and near residential blocks;
- plan on an efficient development of trade system in capital (including location of markets and commercial centres).
II. Concept on reorganisation and reconstruction of public systems of municipality, which calls for:
- decentralization of heating and hot water providing system, construction of local stations, elaboration and use of uncommon heating and hot water providing systems;
- elimination of monopoly on electricity providing, construction of power plants for an autonomous insurance of municipality with energy;
- implementation of a programme on finalisation of reconstruction of drinking water providing and sewerage system.
III. An economic programme on development of municipality aimed at:
- creation of a municipal budget by using untraditional sources for this purpose;
- insurance of very transparent decisions on distribution of money from municipal budget, real implementation of a mechanism of auctions for granting of cheap and qualitative public services;
- creation of favourable conditions for local and foreign investments;
- development of small- and medium-sized business by proposing real levers aimed at de-bureaucratisation of process of registration and functioning of firms, exclusion of pressures and groundless controls.
IV. A concrete programme on social development of municipality, which calls for:
- creation of a dynamic and viable poverty reduction system on basis of the municipal budget and potential of nongovernmental organisations;
- implementation of a programme on assistance of education, medicine, culture and sport. We will provide the necessary support to teachers, doctors, artists;
- building of an institute of professional advisers for city’s problems, which would ensure a free, permanent and unconditional access of the municipality citizens to information, consulting, and decision making process.
