Electoral program of the candidate for General Mayor of Chisinau Valerii Klimenco

Our city faces a lot of serious problems. Time, perhaps years, is needed to solve them. The process of destruction of municipal enterprises will become irreversible, if we fail today to choose some key directions in activity of the municipal administration. That’s why I am ready to solve the following key problems, if I become mayor of the capital:
1. The Chisinau administration takes a large part of money raised from different collections and taxes from residents of the Moldovan capital the past years.
If 95 percent of taxes remain in the Moscow city, for example, for maintenance and development, and 85 percent in Kiev, then only 22 percent of taxes are available to Chisinau.
Thus, the following urgent problems must be solved:
- Insufficient heating of schools, kindergartens;
- Failure to repair roads and housing fund;
- Lack of light in streets and courtyards.
We would restore the justice and would obtain a two-fold rise of the budget with the agreement of the Chisinau Municipal Council and city community. The money of Chisinau residents must and will work for their welfare.
2. Almost every second resident of the city is jobless. Following is my goal:
- To cooperate with Moscow-based entrepreneurs who are compatible and true investors;
- To build and open modern enterprises and to hire, first of all, graduates from educational institutions.
3. Arbitrariness of state functionaries cannot be tolerated.
Every resident of Chisinau holds enough evidence to distrust the central and local authorities today. He holds the right to regard the power as corrupt and dishonest. People must knock at doors of some offices for months and even years in order to find answers to some elementary questions. Fleecing in markets is flourishing.
The authorities are incapable to provide qualitative and accessible public services, to organise the functioning of public transport. The acting authorities fail to check the construction works, the living standards of people are worsening, and they solve many of their problems alone.
There is no punishment for the guilty.
I am capable of making the population trust again the municipal administration by getting rid of functionaries who take bribes, incompetent and unskilled workers who refuse and cannot work. Also, I would protect those who would serve the townsfolk with honesty and devotion.
4. The problem of “Hrushchyov-style” blocks, which shelter about one fourth of city residents must be urgently solved. These blocks have become a danger for living.
I would build modern residential blocks instead of the old ones, I would offer free apartments to former lodgers, while the remaining apartments would be sold, so that to make these projects convenient from economic point of view. In parallel, we would build housing through mortgage, with the assistance of Moscow-based investors. Priority for these apartments would be awarded to young families.
