Immediate measures
I commit myself to take the following actions within 100 days:
- To repair the pluvial water collecting system in streets of Chisinau;
- To ensure a permanent evacuation of household waste from Chisinau and suburbs;
- To start works aimed to fortify old blocks in Chisinau;
- To encourage the process of creation of associations of owners of privatised apartments in the entire housing fund of the capital;
- To ensure a permanent supply of current and hot water to lodgers;
- To work out a viable system of normative compensations for socially vulnerable categories for payment for public services;
- To simplify the procedures for awarding of authorisations, licences, patents, and certificates;
- To improve the system for reception and reaction to appeals of citizens;
- To prepare the housing fund and municipal enterprises for heating season;
- To institutionalise beggars.
Measures of perspective
I would undertake the following measures throughout my mandate:
- Elaboration of a general plan on development of the Chisinau city till 2025;
- Construction of new streets in the capital, in particular, building of the Cantemir boulevard, a belt highway around Chisinau, and rebuilding of streets such as Hincesti and Ismail;
- Introduction of an alternative public transport — tram;
- Implementation of a normative compensation system, so that price of public services be maximum 20 percent of incomes of a family;
- Reconstruction of the residual water cleaning plant;
- Reconstruction of city cemeteries;
- Drafting of a project on restoration and arrangement of parks;
- Implementation of a programme on assistance of youths during education process, employment, and insurance of a residence;
- Creation of an institute of social residences — apartments accessible for rent to representatives of socially vulnerable categories for acceptable prices;
- Opening of a modern consumer rights protection agency;
- Creation of a municipal department of small- and medium-sized enterprises;
- Development of a municipal trolley system in the Independentei street leading to the Agrarian University, Airport, suburbs Vatra, Singera, Codru, Stauceni, Vadul lui Voda, as well as insurance of a connection between districts of Botanica and Ciocana;
- Insurance of children from kindergartens and gymnasiums with hot food and a two-fold growth of funds for their free nutrition;
- Elaboration of a programme on housing of teachers working in the municipality within four years;
- Strengthening of technical-material base of healthcare institutions in Chisinau and their modernisation;
- Two-fold rise of budgetary allocations for cultural institutions based in the Chisinau municipality;
- Supply of natural gas, drinking water, qualitative sewerage and cleaning services to all suburbs of Chisinau;
- Building and repairing of roads in suburbs of the municipality;
- Creation of an agricultural area around Chisinau, organisation of a network of agricultural firms, processing enterprises, and wholesale agricultural markets;
- Creation of a favourable investment climate for a normal development of economy in the Chisinau municipality.
