First 100 days

Analysis of work of all services of the City Hall;
Evaluation of quality of work of municipal enterprises together with all residents of Chisinau;
Selection of functionaries of the City Hall services at a public contest;
Elaboration of the information system Electronic Local Administration;
Creation of a system of interaction and consultation of citizens regarding administrative activity, including via the hotline of the City Hall;
Elaboration of a system to stimulate enterprises which implement employment programmes for population;
Elaboration of a tax facility system aimed, in particular, to stop the prices of socially important products — bread, milk, drugs, as well as to encourage the building of social housing;
Attraction of local and foreign investors in Chisinau;
Adoption of social and economic development programmes for the Chisinau municipality.

Key directions of activity

Investments in human factor

Protection of children, schoolchildren, students, youth

We will create conditions for a healthy lifestyle, education, employment, and housing of the young generation. We will implement the programmes Children of Chisinau, Youth of Chisinau, Modernisation of Education.

Protection of veterans and retirees

We will implement complex social assistance programmes for poor residents of the city. We will implement the programmes Cheap Bread, Accessible Drugs, Indemnities for the Needy.

Protection of teachers, doctors, artists

We will pay supplements to low salaries of teachers, doctors and artists. We will award grants to the best ones.

We will give nominative compensations to teachers, doctors and artists to pay debts and honour current invoices for communal services (water, heating, electricity).

Protection of farmers from suburbs of the Chisinau municipality

We will work out and implement the programme Agrarian Belt of Chisinau with the purpose to develop the agriculture and agro-food processing industry. We will give guaranteed special places to farmers in urban commercial markets.

Development of economy and creation of new jobs

We will provide economic stimulants for development of technical-scientific complex by implementing modern technologies and creating technologic parks.

We will implement a sustenance system for domestic commodity producers by offering them guaranteed municipal orders.

We will create new jobs by attracting massive domestic and foreign investments in economy and infrastructure, establishing relations of regional economic cooperation with the European Union and the Commonwealth of Independent States.

We will introduce a moratorium on Parliament’s amendments to the law concerning entrepreneurial patent in the Chisinau municipality.

Modernisation of communal-dwelling administration, urban arrangement, transportation development

We will give new dimensions to the housing building and renovation programme. We will implement the Mansard programme. We will renovate old apartments. We will build social apartments.

We will transform Chisinau into a city of light, into a modern European capital with large and illuminated streets, with good roads.

We will build a modern waste processing plant and rebuild the water filtering station.

We will evacuate the household waste every day; we will increase the number of workers of sanitation services; we will increase their salaries and will provide them with modern equipment.

We will annul the City Hall decision on modification of minibus routes and will renew the public transportation operators.

We will create a modern motor transportation system for Chisinau residents.

We will implement a programme to plant trees in every courtyard of residential blocks; we will restore all municipal parks and squares.

We will save lakes and modernise the entertainment area in Valea Morilor.

We will reduce the invoices for communal services by lowering administrative expenditures, losses and excluding intermediaries.

Payment for communal services will be based on real consumption (without paying for losses in network).

Suburbs and villa districts

We will implement road building and repairing programmes in suburbs and villa districts of the Chisinau municipality.

Gasification, drinkable water providing and sewerage systems will be the key goals for development of these localities.

We will ensure the good traffic of public transportation linking suburbs and villa districts of Chisinau, inclusively by building suburban trolley lines.

We will repair and illuminate approaches, streets and pavements in localities of the municipality.

As Mayor-General of the Chisinau municipality elected with your support and votes, I assume PERSONAL MORAL AND POLITICAL RESPONSIBILITY to implement this platform for the interest of Chisinau residents.
