For a competent, incorrupt and responsible local power!
Elections are an act of mutual responsibility of candidates who bid for the power on one side and citizens who will decide who will administrate the capital the next for years on the other side. In this respect, citizens have the constitutional right and civic and moral obligation to attend the elections.
Chisinau authorities must honour their tasks day by day without turning any action or decision into a “heroic act”. In turn, Chisinau residents have the right and obligation to control the activity of municipal authorities, sanctioning them in compliance with law.
The key task of the Municipal Council and mayor of the capital is to dignifiedly and responsibly represent the willingness of Chisinau residents and solve the hot problems faced by capital and its residents.
The Centrist Union of Moldova and its leader Mihai Petrache propose You to debate and consider the main ideas and problems which will be solved in the Chisinau municipality without delay the next four years:
1. Combating the conspiracy, clientele and corruption in activity of the City Hall and Municipal Council;
Dethrone the lie, hypocrisy, intrigue and robbery from the head of the table, absolutely necessary conditions to rule the country, the municipality and any local community. Only a competent, experienced, courageous, honest and incorrupt mayor assisted by a team of responsible councillors can solve these problems.
The CUM team is sincere and responsible in political dialogue; it does not have anything to hide from You and relies on support of Chisinau residents.
2. In order to prevent the immediate corruption of newly-elected mayor, we will recommend the Municipal Council, Government and Parliament to create under law the Fund of Mayor-General in the amount of 5 percent of the cost of all public works performed in municipality. The means of this fund will be used at discretion of mayor for service, personal and charity interests. This is the only way to ensure the functional and material independence of mayor, to prevent his corruption. This is the origin of all evils in municipality. Corruption, bribery, protectionism, conspiracy are the social cancer that affected all subdivisions and floors of the City Hall and they halt the work of the City Hall and municipal councillors, resolution of problems in line with law and in the due term. Who visited the City Hall and tried to solve a problem there knows this.
3. Control on legality of all decisions of the Municipal Council and orders of mayor of the capital made during the interim office from May 2005 to May 2007, and revision or annulment of all groundless decisions in terms of law and public interest.
4. Suspension and revision of the decision of the Municipal Council that approved the General Development Plan of the Chisinau municipality for being examined and approved formally and in a hurry, without in-depth investigations, and elaboration of a new General Development Plan of the Chisinau municipality by a team of notorious international specialists who will be selected at an international contest held by Municipal Council. The goal is to work out a modern and long-term plan capable to meet the development needs of the capital; to combat the negative influence of interests of politico-financial or mafia groups on process of elaboration, approval and implementation of the plan.
5. Enhancing the effectiveness and transparency of activity of the City Hall:
- By reorganising the City Hall apparatus in strict dependence on its competences, improving the quality of management of every field of activity of municipal services;
- By debureaucratising the City Hall apparatus, municipal services and enterprises, dismissing all personnel and employing competent, honest persons with civic and moral probity, improving the functioning of subdivisions, responsibility of decision-making and execution factors. The employment will be exclusively based on a public contest, being monitored by residents of Chisinau, nongovernmental organisations and mass media.
City Hall will work transparently like in a glass house
1. Restoration of relations between Chisinau administration and state authorities (Parliament, Presidency, Government) and their adjustment to requirements of European local administration, on cooperation principles, in accordance with law and interests of citizens.
Any illegal meddling of central authorities in competence of municipal administration must be prevented, ensuring a responsible promotion of national interests inside the municipality.
President of the republic and prime minister do not have the right and cannot fulfil the tasks of mayor of the capital, district praetors and masters of municipal building and rebuilding sides.
For this purpose, we will propose and insist on essential changes in the law on status of the Chisinau municipality, in order to ensure the autonomy of the capital administration:
- Transformation of the Chisinau Municipal Council into a Legislative Assembly of the capital;
- Creation of the government of the Chisinau municipality instead of the present City Hall;
- Optimal distribution of competences between Legislative Assembly and Mayor-General of Chisinau, in order to consolidate the tasks of Mayor-General, given the representative nature of the post, and more personal responsibility of mayor for quality of management of public affairs;
- Restoration of membership of Chisinau Mayor-General to the Government of the country;
- Transfer of decision-making and management competences from government of the capital to district mayoralties and mayors directly elected by Chisinau residents, etc.
2. Massive attraction of foreign and domestic investments to implement fast development projects in municipality under conditions of maximum transparency and efficiency.
3. Consultation of population of capital and suburbs of the municipality at a local referendum on most important problems related to implementation of projects and programmes with an essential impact on life of citizens.
The Centrist Union of Moldova is sure that it will be hard or even impossible to combat the poverty and unemployment, to increase salaries and pensions, to improve the social assistance and healthcare for elderly, disabled children, veterans, volunteers, participants in cleanup of consequences of the Chernobyl disaster, to build apartments and good roads and other important objects of infrastructure and ensure favourable conditions for better and dignified lives of Chisinau residents without urgently solving the tackled problems.
4. Opening a municipal centre to monitor and control the activity of agencies supplying residents with electricity, hot and cold water and gas, empowering it to inform, consult and represent free of charge the residents in need in relations with these operators. We must stop the abuses and injustice committed by these monopolists who dictate disadvantaged cooperation conditions to consumers on account of consumers only, without any risk to respond for low quality of their services.
