Born on September 20, 1953, in the village of Gladkovka, Serov district, Sverdlovsk region, Russian Federation.
Education
- 1971 — graduated from Secondary School, Poltava city, Ukraine
- 1980 — graduated form the Lviv State University, Ukraine, Department of Journalism
- 1990 — got a PhD degree in History from the Lviv State University
- 1993 — got a Dr hab. degree in History from the Russian Academy of Sciences

- 1979 — “Moldova Sovietică” Newspaper, correspondent
- 1981 — “Ştiinţa” newspaper, deputy editor
- 1985 — Moldovan Academy of Sciences, superior scientific researcher
Civic activity
- 1996 — Founder and President of the Russian Community of Chisinau
- Since 1997 — President of the Congress of Russian Communities of Moldova
