Born on 20 September 1953 in Gladkovka village of Serov district, Sverdlov region, Russian Federation.

- 1980 — Graduated from Lvov State University, Ukraine, department of journalism
- 1990 — Doctor’s degree in history at Lvov State University
- 1993 — Habilitated doctor’s degree in history, Russian Academy of Sciences

- 1979 — Correspondent, Soviet Moldova newspaper
- 1981 — Deputy editor, Stiinta (Science) newspaper
- 1985 — Senior research fellow, Academy of Sciences of Moldova
- 1996 — Founder and president of the Russian Community in Chisinau
- 1997–present — President of the Congress of Russian Communities in Moldova
