Dorin Chirtoaca has won the third term as general mayor of Chisinau municipality
Liberal Party (PL) candidate Dorin Chirtoaca has won the elections for the general mayor of Chisinau municipality. According to the preliminary results published by the Central Electoral Commission (CEC), after processing 100% of protocols, the LP candidate won with 53.54% of votes, while his counter-candidate Zinaida Greceanii obtained 46.46% of votes.
The rate of participation in the second round of elections was about 47%, which is 1% less than on June 14. In Chisinau, the rate of participation was over 48%, nearly the same as in the first round. The most active were voters in the Center district of Chisinau, and the most passive in the Ciocana district. // IPN
PSRM will contest the results of elections in Chisinau
Igor Dodon, the leader of the Party of Socialists (PSRM), said at a press conference that he will contest the results of Chisinau mayor elections because he has some evidence proving that the elections were falsified in many of the voting places. “It’s too early for the liberals to celebrate. They didn’t win the elections, but drew up the result by using administrative resources. There are dozens and hundreds of violations, which will be used as basis for our applications to annul the results of elections in many of the voting places. Votes for the Chisinau Municipality Council (CMC) will be recounted according to the decision of the Center district Court following the application of the Party of Socialists of the Republic of Moldova (PSRM). Thus, ballots will be recounted within seven days. The decision can be challenged within three days in a higher court. The socialists claim that they presented evidence of violations committed during the voting in Chisinau municipality. OSCE Mission: Unclear legislation affected the conduct of the electoral campaign
The second round of elections in Moldova had the mistrust of the majority of the interested actors, but the legislative framework does not contain provisions concerning the conduct of the second round of elections. The legislation does not specify that the recounting of votes should be finalized and final results of the first round should be available before the second round. Unclear legislation also affected preparations for and conduct of the electoral campaign. These conclusions were made by the OSCE/ODIHR observers that monitored both rounds of the general local elections. // IPN
Violations found by Promo-LEX observers in the second round of local elections
According to Promo-LEX experts, some of the most frequent violations during voting included destruction of ballots, voting without IDs or with inappropriate documents, and some cases of electoral propaganda on the voting day. Promo-LEX also mentioned that there are no major differences between its experts’ results and the results presented by the Central Electoral Commission. The results they obtained were, however, caused by poor quality of training of electoral workers or by tiredness. PNL requests recounting of votes for the Anenii Noi regional council
The National Liberal Party (PNL) filed an application to the Chisinau Court of Appeal, requesting the recounting of votes for the Anenii Noi regional council. According to the balance of results announced for June 14, the PNL found faulty protocols and inconsistencies in the number of votes for different levels and for different parties, which is a violation of the Rules for the conduct of voting. Since Promo-LEX has not conducted parallel counting of votes in Anenii Noi, the PNL requested the Court of Appeal to annul the decision of the first instance and to rule on the recounting of votes.
