It is necessary to fight bureaucracy and there is an efficient method to do so — provisions of the Law on the public service. By selecting employees of the public administration based on a contest, providing them a guaranteed salary, protecting them by law we would be sure that the state is governed more efficiently by an apparatus knowing for whom it is working and what it would otherwise loose.

Efficient management is the cheapest way towards success not only at the companies level but at the state level as well. The main tool in fighting corruption and shadow economy should become the process of establishing responsibility starting with the President or Parliament itself. Thus the source of this vices generating treason and irresponsibility at the highest levels and poverty at the lowest level will be eradicated.

The first step in implementing the reforms and making order in the country would be to amnesty all illicit capital, to allow for its legalization and free circulation. Of course a differentiation should be made. Stolen and bloody capital as well as the smuggled one should be dealt accordingly to the law.

The disease of the country affected by crime, corruption, clandestine unions, violation of the law may not be cured with simple drugs. Curing will be very painful. It would be very difficult and even dangerous for those who would assume responsibility for making order in the country. But this is the only way to achieve a decent living.
