Basic principles of the electoral platform of the National Liberal Party

  1. The National Liberal Party is the promoter of a system of liberal values which constitute the prosperity basis of the most developed contemporary countries of the world. Liberal Reforms, the NLP endeavors to bring into being, will ensure wellbeing and democratic liberties for the population of Moldova.

    In the course of the last decade reform processes were either impeded or promoted in a way that ignored eventual social consequences. This was exactly the cause that determined their failure.

    In order to carry out real liberal transformations, a new generation of politicians is demanded, inclusively a different kind of right-wing politicians. NLP, that was not compromised by crime and corruption affairs, has entailed in its ranks high-skilled professionals and pleads for reforms with a well-marked social content, purposely represents such a political force.

  2. The Republic of Moldova is passing through a profound systemic crisis which consists in the regeneration of the former totalitarian society into a society of the oligarchic bureaucracy. The last one represents the power of the oligarchic clans, constituted, in the majority of cases, by the representatives of the former communist nomenclature, who have seized control over property and State Administration. The nowadays social structure of the Moldova society consists of totally different elements: a very thin stratum of rapidly enriched people and the rest of the population that lives in poverty, amazed and indignant, but helpless watching the fraudulent enrichment and defiant behavior of the first category. Evidently, in such a society the anger of certain dangerous social upheavals persists.

    The Oligarchic Administration permanently gives birth to crime and corruption. This scourge has become the main impediment in Moldova’s liberal transformations way. The restraint and eradication of criminality and corruption represents the central point of the NLP Program. To fulfill this objective the experts of the Party have elaborated a complex program of public security and law order ensuring, action that has as a goal operative and efficient repressing of criminality and corruption, as well as eradication of circumstances producing them.

  3. NLP promotes the democratic principles of State Power organizing, following the model of Western Europe countries, pleads for a small, but powerful state.

    The Party shall strive to maximally consolidate State Power and State Administration, to retort the people’ right to elect the President of the country by universal suffrage , and the deputies to be elected in uninominal electoral districts. Voters must know the persons they elect.

    NLP shall strive for the decentralization of the local public administration, for guaranteeing a maximum of financial independence to local councils and mayors.

    The Party shall initiate a Staff Reform, insisting on reorganization and renewing of the administrative apparatus on a competitive and professional level evaluation basis. Civil officials have the duty to efficiently fulfill their tasks and to be remunerated correspondingly.

  4. To liberals, the most important thing is the liberty of the person, this objective being achieved only in a democratic society with a guaranteed material wellbeing . NLP aims at a developed civil society, with a large array of public organizations and an efficient trade-union movement.

    Another Party objective is reaching social peace , overcoming of social separation, and its consolidation on the basis of fight against criminality, corruption and poverty. A very important NLP issue is establishing of the interethnic harmony in Moldova. Following the international practice, NLP shall initiate the introduction of a Constitution Law concerning the creation of the Congress of ethnic minorities of Moldova, with the Congress guaranteed right to have 3 deputies in the Parliament. The Party pleads for the State supporting of national-cultural actions and institutions, accompanying the national minorities assimilation State protection by the minorities activation in the process of the Romanian language learning, as well as their integration in the general cultural context of the Republic of Moldova. The Party resolutely condemns romanophobia , as well as any other phenomena of xenophobic nature.

  5. Concerning the foreign policy, N.LP considers the gradual integration of Moldova in the European Union as the Party priority objective. The main element of this process constitutes the multilateral integration of Moldova and Romania. Moldova must be open to partnership and mutually advantageous collaboration with all the neighboring countries, it must maintain all the traditional foreign contacts and establish a basis for new connections. Particularly important to Moldova are partnership and good neighbor relations with Russia and Ukraine.

    The Party policy in the Transnistrian problem is based on the “Taranu Scheme”, orienting the settlement of this controversial issue under the aegis of OSCE and other pan-European International Bodies.

    The Party considers that the State must ensure a real protection to its citizens who temporarily live and earn their living abroad, must guarantee the protection of Moldova foreign economy interests.

  6. NLP insists on the improvement of the legislative basis, stimulating free economic initiative, which, in its turn, supposes the protection of the right to property in confronting with bureaucratic impediments. The liberalization of economic activity, individual initiatives expanding will positively influence the employment opportunities population real incomes. The protection of propriety, regardless of its forms, will create equal rights and opportunities to everyone.

    NLP pleads for the acceleration of the post-privatization stage, especially in agriculture, by giving low-interest credits to peasants, by developing the agrarian infrastructure in order to render to peasants farms services in the cultivation of land, agricultural products selling, necessary material resources supply.

    Being aware of the de -industrialization danger, linked to an enormous weariness of the basic funds, NLP puts an accent on the promoting of an active investment policy to ensure the modernization of national economy leading branches. In order to achieve this objective ,NLP considers as obligatory the elaboration and implementation of an insurance mechanism of bank deposits, as a necessary condition for accumulation of free money resources and their utilization for investment purposes.

    In the budget and taxation system spheres, NLP ponders over the necessity of ensuring a maximal transparency of the budget elaboration process, the importance to take into account only realistic budgets, the correct utilization of the extra-budgetary money, introduction of tax payments facilities for entrepreneurs with a five-year period of correct tax payments, diminution of tax burden, inclusively reducing the number of taxes and fees, which at present mounts to 23 items, simplifying of fiscal procedures. The fulfillment of institutional transformations will result in public expenses diminution and state budget deficit reduction.

    Bringing the local fiscal legislation in accordance with the World Trade Organization and European Union requirements will increase foreign investments into the economy. NLP supports the creation of a unique customs informational system that would improve the control of goods on the entire territory of the country, would stop the contraband trade and improve the excise-duties and tax raising.

    Improvement of responsibilities, inclusively administrative and penal liability of the Cabinet Members, will increase the executive power efficiency, will conduct to a more responsible selection of cadres. A better organizing of inspection and control services, as well as corruption eradication, will discourage the bureaucratic pressure, thus contributing to the economy normalizing.

  7. Consistently promoting liberal principles in economy, NLP is fully aware of the too high costs of their precipitate implementation into the social sphere. The Party considers that liberal reforms can not be done for the sake of the principles , but for the benefit of the person, for his real and plenary liberty. With that end in view, the liberals plead for “transitional forms” of social facilitations. At the present stage these could be really affordable additional payments to pensions and social allowances, that do not satisfy the minimal needs.

    A further priority of the Party is the resistance to the depopulation of the country, promoting of a system of measures stimulating birth rate and population number increase.

    The Party is pursuing an efficient reform of the pension system, referring it to market liberal relations. But this reform should be well-balanced and without negative effects on the protection of the socially vulnerable categories of population. One of the main results of the pension system reform should be a materially ensured level of life for the old age people.

    NLP considers that a merciless fight against corruption and criminal business will permit the accumulation of money resources for an additional financial support of social programs, the main priority in this respect being the doubling of pensions amount as one action. At the same time. the Party insists on the retorting to the population of the stolen money savings.

    NLP considers that the introduction of paid medical assistance must be synchronized with increasing of the population level of life . Liberals insist on the maintenance of a large array of free medical care services. The Party pleads for an ever growing role of the State financing of the health system, a permanent State care of medical cadres. Fight against AIDS and drug addiction are very important concerns of NLP.

    NLP considers that any person with working abilities must be able to financially sustain his family and himself. The State should create the most favorable conditions for a better utilization of the person’s abilities and capabilities. In the vision of the NLP, one of the most important tasks today is creation of employment opportunities for the population, a special attention in this respect should be paid to the youth. This support must consist in the advantageous crediting of dwelling places construction, as well as in the contribution to vocational education development, sports and tourism.

  8. A priority objective of the NLP Program is the surpassing of the present crisis in education ,science and culture, the suppression of the vicious practice of financing these spheres from budget debts. The establishment of budget fixed quotas for education, science and culture is necessary. The Party shall propose a Program devoted to the protection and support of teachers. NLP is insisting on a priority development of science and on stopping “the brains retreat” from Moldova.

    NLP strives for the creation of a healthy psychological and moral climate, it protects the traditional Christian values, characteristic to the majority of the country population.
