Moldovan diaspora seeks mobile or postal voting

The Moldovan diaspora asks authorities to facilitate the participation of migrants in decision-making process by adopting a law on mobile and postal voting, Sergiu Raileanu, secretary of the Association of United Moldovan Communities (ACUM), has told a press conference in Chisinau. According to an ACUM manifest voted at the congress of the Rome-based Association (on March 7–8), emigrants also demand visa-free travelling to European Union, less expensive travel documents, reduction of consular fees, and opportunities to invest their earnings in Moldovan economy. The first congress on constitution of the Federative Comunison (Parliament) of Moldovan Diaspora took place on March 7 and 8. Court of Appeal obliges Ministry of Justice to recognise Vasile Tarlev as UCM chairman

The Court of Appeal has obliged the Ministry of Justice (MJ) to register former premier Vasile Tarlev as chairman of the Centrist Union of Moldova (UCM). A communication by UCM says that the ministry was obliged to operate necessary changes in the register of political parties. MJ has blocked twice the registration of Vasile Tarlev as UCM chairman. There were no immediate comments from MJ and it is unknown so far if it will contest the decision in the Supreme Court of Justice. (Source: Infotag)

CCA demands daily reports on electoral advertising

Moldovan media watchdog (CCA) asks all broadcasters involved in coverage of electoral campaign for the April 5 parliamentary elections to send daily electoral advertising reports by fax. CCA chairman Gheorghe Gorincioi has told a CCA sitting that the regulation on media coverage of electoral campaign obliges all broadcasters to deliver such reports to CCA every day and to the Central Electoral Commission every week. He noted that CCA has received appeals from some institutions which claim that some TV channels select the advertising to advantage certain electoral contestants. The monitoring department is expected to present a general report on electoral advertising released by all broadcasters, at the next CCA sitting. (Source: Infotag)

Public broadcaster keeps advantaging the ruling party

The budget-funded broadcaster Teleradio Moldova keeps advantaging President Vladimir and ruling Party of Communists (PCRM). Both public radio and television clearly advantage ruling political players and pay a little attention to other politicians in full electoral campaign, introducing them in a negative light. These conclusions came from observers of the Electronic Press Association (APEL) who released a report on conduct of public, national and regional broadcasters. TV and radio stations of Teleradio-Gagauzia violate equity, equilibrium and impartiality principles in electoral period, as stipulated by national legal regulations and European recommendations, monitors noted. APEL has also released a case research on the way CCA approved the concept on coverage of electoral campaign by Moldovan broadcasters. “This concept is invalid since it was never published in Monitorul Oficial,” APEL experts Eugeniu Ribca stated. Marian Lupu accuses the opposition of destabilising economic situation

The domestic currency will not fall after April 5 despite irresponsible statements by some politicians, Speaker Marian Lupu has assured. According to Lupu, there are no objective premises for a sudden depreciation of domestic currency. “The National Bank holds enough reserve currency, which was not influenced by lower remittances, as imports paid in foreign currency have decreased in connection with the world recession,” Lupu explained. “Let’s not forget that these dreadful statements come from politicians in full electoral campaign, not from economists. This is an irresponsible conduct capable to destabilise economic situation which proves the real attitude of politicians concerned towards citizens of our country,” the speaker stressed. He assured that the economic bloc of the acting Government will not devaluate the domestic currency because such an action is unmotivated and would hit the economy. (Source: Omega portal)

Yellows sprinkled with green paint by supporters of reds

Unknown provokers have sprinkled green paint on members of the young organisation of “Moldova Noastra” (Our Moldova) Alliance (AMN) who gathered to protest against involvement of the Interior Ministry bodies in electoral campaign. The incident occurred when the organisation head was addressing protestors. Several individuals threw a bottle of paint against protestors and left the scene immediately. AMN considers that the assault was staged by the ruling party. AMN candidate Leonid Bujor said that he has identified some of young provokers, as they participated in a protest in front of the Government a week ago. “The father of one of them is deputy chairman of a Chisinau-based territorial organisation of the Party of Communists,” Bujor noted. Protestors dispersed after shouting for a quarter “Down with Communists!”, “Down with the Reds!” (Source: Info-prim)

PLDM reports 3-million-leu election-related spending in media

The Liberal Democratic Party of Moldova (PLDM) has given a good example of financial transparency in elections by releasing a brief communication in the media, without being obliged by legislation. The legislation obliges political parties to periodically present financial reports to the Central Electoral Commission (CEC), which delivers them to applicants. Majority of parties inform the CEC, but avoid doing this via the media. PLDM told people that it has spent 2.998 million lei in the first month of campaign. MAE candidates declare their estates

Candidates on behalf of the Actiunea Europeana (European Action) Movement (MAE) have declared their estates. They posted their estate declarations submitted to the Central Electoral Commission (CEC). The action was organised at the central entrance of the Public Park Stefan cel Mare. According to declarations, MAE chairman Anatol Petrencu, No.1 candidate on MAE electoral list, has earned 96,000 lei in the last two years and owns a house and a Ford. He also has a bank deposit of 20,000 lei. The No.2 candidate on MAE list, Vitalia Pavlicenco, has earned more than 270,000 lei, a wage of lawmaker for two years, owns a three-room flat, a little holiday house, a plot in Rascani rayon and two second-hand cars, including one donated from Germany. She also owns securities. The MAE candidate to prime minister office, Alexandra Can, director-general of a leather manufacturer, earned the largest amount at work — 827,000 lei. PLDM invites opposition parties not to walk into the trap of ruling party

The Liberal Democratic Party of Moldova (PLDM) signals intensified provocations by communist governing aimed to split and tear apart main opposition parties. Realising that their defeat is imminent, the communists resort to mendacious and libellous scenarios to transfer the democracy-communism dispute to a battle inside of the opposition. These provocative actions are widely mediated by the media controlled by the Communist-PPCD coalition and aim to sow distrust and deception among electors. PLDM condemns these provocations and notifies the Central Electoral Commission and Moldovan media watchdog CCA in connection with such illegitimate actions. 239 polling stations will open in capital

Municipal councillors have approved from the third trial the composition of electoral bureaus of polling stations in Chisinau municipality. A sitting in this respect opened with a half-an-hour retard and was scandalous. It brought together just 26 councillors on behalf of the Party of Communists (PCRM), Christian Democratic People’s Party (PPCD), Social Democratic Party (PSD) and unaffiliated councillors Oleg Oniscenco, Valerii Klimenco and Serghei Cires. Councillors representing the Liberal Party (PL), Moldova Noastra Alliance (AMN) and Liberal Democratic Party of Moldova (PLDM) boycotted the sitting. They did not like that the majority demanded the modification of lists of members who hold a deliberative vote in electoral bureaus and said that this action aims at falsifying the April 5 parliamentary elections in the capital. Changes to the lists were finally approved by the 26 councillors unanimously. Thus, 239 polling stations will open in Chisinau. Under procedure, the Council shall nominate three members of electoral bureaus. They shall not be party members. Under Election Code, the composition of electoral bureaus shall be approved not later than 20 days before elections that means March 15. (Source: Info-Prim)

Municipal councillor accuses some parties of election fraud attempt

The modification of lists of members of electoral bureaus of polling stations by the Chisinau Municipal Council (CMC), major coalition within CMC (PCRM, PPCD and PSD, and unaffiliated councillors Valeriu Klimenko, Serghei Cires and Oleg Oniscenko) aims to falsify the April 5 parliamentary elections, according to Oleg Cernei, municipal councillor on behalf of Moldova Noastra Alliance. Cernei has told a press conference that the major coalition ignored the lists of candidates proposed by praetor’s offices to electoral bureaus of polling stations and raised new lists which were not introduced to all councillors. CMC, he continued, has changed the composition of 205 out of 239 polling stations in Chisinau municipality. Therefore, 6 out of 11 members of bureaus of polling stations will represent PCRM, 2 PPCD and 1 PSD. The councillor stressed that the change of the lists submitted by district praetor’s offices is a very grave violation of electoral legislation, describing it as a meddling in activity of sector praetor’s offices. PRO TV Chisinau — electoral debates

PRO TV Chisinau will open electoral debates on March 24, at 22:15. The order of participation in debates was drawn on Thursday, March 12. On March 24, moderator Lorena Bogza will have invitees representing three political parties: Centrist Union of Moldova, Liberal Party and Ecological Party “Alianta Verde” (Green Alliance). The programme “Te votez la PRO TV” (Voting You on PRO TV) will continue on Wednesday, March 25 to bring together another three runners: “Moldova Noastra” (Our Moldova) Alliance, Conservative Party and independent candidate Alexandr Lomakin. The first week of debates will end with the participation of “Actiunea Europeana” (European Action) Movement, Social Democratic Party and independent Tatiana Timbalist. On March 30, Lorena Bogza will moderate debates with “Pentru Neam si Tara” (For People and Country) Party, Republican Party and independent candidate Serghei Banari. PDM, PCRM and Deputy Valentina Cusnir will be invited on March 31, while independent Stefan Uratu, Labour Union “Patria Rodina” (Homeland) and party for Spiritual Development “Moldova Unita” (United Moldova) will participate on April 1. Electoral debates on Teleradio-Balti suspended

The Balti municipal Electoral Constituency Council has suspended electoral debates by public company Teleradio-Balti (TVB) after receiving two appeals from the Party of Communists of the Republic of Moldova (PCRM) and Christian Democratic People’s Party (PPCD). A PCRM representative to the Council, Octavian Mahu, claims that TVB has discriminated some electoral contestants during the first electoral debates on March 10 and it did not adjust internal regulations on electoral campaign to legislation. PPCD has also accused TVB of discrimination. The Balti electoral authority delivered the appeal to the Central Electoral Commission and suspended electoral debates as long as a decision in this respect is unavailable. TVB should organise the second round of electoral debates on March 13.
