The Central Electoral Commission (CEC) released a statement explaining the voting method for students. According to CEC, students with provisional residence permits in dormitories will be able to vote only at the voting station corresponding to the address of the particular dormitory. To vote elsewhere, including at the permanent residence, the students must file an application, until June 26 inclusive, at the local administration body of the community where they want to vote. The application shall be filed by the applicant in person together with the presentation of the identity document and the residence certificate, in original and a copy. After filing the application, student voters will be included in the basic roll of the voting station where they want to vote. If the provisional residence in the dormitory expires before Election Day, students will vote at the permanent residence. If students fail to declare their new residence, they may apply at the electoral bureau of the voting station corresponding to their present address for a certificate for the right to vote at any other station. This procedure will be available from July 14 to 28. PL, PLDM and AMN set up a Political Council for Dialogue and Cooperation
The parliamentary opposition parties — the Liberal Party (PL), the Liberal Democratic Party of Moldova (PLDM), and the Moldova Noastra Alliance (AMN) — have established a Political Council for Dialogue and Cooperation in an attempt to send a signal of political solidarity. The announcement was made on Monday at a press conference. “In the light of the upcoming early parliamentary elections and with a view to initiating a civilized dialog between the opposition and the government, between the civil society, and in order to send a clear message of political solidarity, we, the Liberal Party, the Liberal Democratic Party of Moldova, and the Moldova Noastra Alliance, expressing our allegiance to the Constitution of the Republic of Moldova and to its constitutional regime, have decided the foundation of the Political Council for Dialogue and Cooperation”, the AMN leader Serafim Urecheanu read from a joint statement of the parties. PLDM leader Vlad Filat said this political council has three ’very clear’ goals: “to coordinate our actions in this election campaign, to mobilize our forces, and to conduct a strict monitoring to ensure that these parliamentary elections are free and fair”. “The civilized dialog between the government and the opposition doesn’t mean we’ll remain in opposition”, said PL president Mihai Ghimpu, adding that he hoped the three parties would come to power after the July 29 polls. CEC has set the limit of electoral campaign spending for electoral contestants
Central Electoral Commission (CEC) has established the spending limit for electoral contestants and the amount of the loan that can be offered to electoral contestants in the July 29 parliamentary elections. The spending limit is 7.5 million lei for political parties and 500,000 for independent candidates. Government will provide over 22 mln lei for early parliamentary elections
The Government adopted a decision to provide the Central Electoral Commission (CEC) with over 22.3 million lei (1.4 mln euro) from the Reserve Fund of the Government for organising and conduct of the July, 29 early parliamentary elections. According to the decision, the assigned funds will be restored to the Government Reserve Fund by rectifying the state budget for 2009. In adiditon to the assigned means, 10 mln lei that remained from budget funds assigned for organising the April 5 parliamentary elections will be also spend. PACE Co-rapporteurs welcome recent ammendments to the Election Code
Josette Durrieu (France, SOC) and Egidijus Vareikis (Lithuania, EPP/CD), co-rapporteurs of the Council of Europe Parliamentary Assembly (PACE) for the monitoring of Moldova’s obligations and commitments welcomed the recent amendments to the Election Code, adopted by the Moldovan Parliament. The Co-raporteurs said that these amendments tend to the recommendations by Venice Commission and PACE. However, the co-raporteurs stressed the fact that was not considered the update of voter rolls. They mentioned that “It is very important to change these lists by the early parliamentary elections of July, 29”. Besides, they regret that the issue of voting aborad for over 500000 Moldovans living abroad has not been settled. European Liberals calling EU and OSCE to monitor the elections in Moldova more attentively
Alliance of Liberal Democrats from the European Parliament has appealed to the European Union and the OSCE to delegate observers for the July 29 early parliamentary elections in Moldova to guarantee their legality and correctness. The appeal, signed by Alliance leader Graham Watson, said that the international reputation of Moldova suffered considerably last April following the statements about election rigging and about the falsified results of opinion polls, and the Communist authorities’ subsequent reaction to protesting by the opposition.
