Candidates standing for parliamentary elections are required by the Election Code to suspend their professional activity for the duration of the campaign. The Central Electoral Commission (CEC) will start receiving such applications today, June 23, with a deadline set for June 26. At its meeting on June 22, the CEC approved the final order of the electoral contestants in the ballot papers, where the Party of Communists (PCRM) will stand at number one, followed, in descending order, by the Christian Democratic People’s Party (PPCD), the Moldova Noastra Alliance (AMN), the Liberal Party (PL), and the Liberal Democratic Party of Moldova (PLDM). The Democratic Party of Moldova (PDM) is closing the list at number 6. No other contestants have been registered with the CEC yet, but the list of participants will remain open until July 7. The CEC also approved on Monday the electoral symbols of the contestants. 28 political organizations may participate in the early parliamentary elections
Like last April 5, the July 29 early parliamentary elections will be open to 28 political parties and movements of Moldova. The list of these organizations has been compiled by the Ministry of Justice, approved by the Central Electoral Commission, and has come into effect today. (Source: Infotag)
CEC approved the Regulation on media coverage of the electoral campaign
The Central Electoral Commission approved the Regulation on media coverage of the electoral campaign for the July 29 early parliamentary elections. As compared to the last campaign, some changes to the regulation have been introduced. The most significant changes is related to the exclusion of the provision that obliged the TV and radio stations to start the electoral debates only after all electoral contestants are registered. According to the new regulation, the media outlets decide themselves when to start electoral debates, but should made available the schedule of debates to the contestants 48 hours before their broadcast. The TV and radio stations have three days to adopt internal regulations on coverage of electoral campaign. Special stamp “29.07.09 ALEGERI (Elections)”
On Tuesday CEC has approved the samples of the regular and supplementary voter lists for the July 29 early parliamentary elections. A novelty of these samples is that on the right top corner of each voter list will be indicated the name, surname and signature of the Electoral bureau’s member responsible for issuing the ballots. On the right top corner of the lists will be also indicated the number of voters that received the ballots. In the CEC’s view the new measure is aimed at increasing the security of the electoral process. PCRM: April 5 elections were the most fair and democratic in the state history
The April 5, 2009 parliamentary elections were the most fair and democratic in the history of Moldova that was proved by all international structures and observers monitoring the electoral process. This statement was made by Sergiu Sirbu, PCRM legal consultant within the electoral campaign, at a press conference. As regards the statements of the opposition leaders on rigging the April elections, Sirbu stressed that are groundless, inclusively because no evidence was presented. Sirbu declared that “PCRM will conduct a rough, but correct electoral campaign, aggressive, but within the legal framework”. Besides, the PCRM representative accused the parliamentary opposition of starting the electoral campaign before being registered with the Central Electoral Commission, underlying that the public servants on the PCRM electoral list have submitted requests for temporary dismissal on Tuesday. PLDM wants to know terms of Russia’s financial assistance
The Liberal Democratic party of Moldova (PLDM) has demanded the outgoing President Vladimir Voronin to make public the conditions of the Russia’s financial assistance to Moldova worth of US $500 million. Vlad Filat, the PLDM leader declared at a press conference that as on end of May, Moldova’s aggregate external debt was standing at US$800 million, which means that the Russian financial assistance is going to constitute approximately 60% of the debt. “This is a tremendous sum, and Moldova citizens have the right to know what the loan maturity is going to be, and its interest rate, and, essentially, which investment projects the means are being provided for.”, wondered the LDPM leader. He also blamed the Communists of missing several really precious opportunities — US$500 million from the Millennium Challenge Corporation (of which US$300 million was intended for road rehabilitation in this republic) and US$1.2 billion from the European Commission. PD welcomes the loan from Russia, but asks for transparency
The PDM leader Marian Lupu declared at a conference that the Democratic Party of Moldova (PDM) considers that the US$ $500 mln loan agreed upon during the outgoing President Voronin’s visit to Moscow will come to Moldova by end of the year or in the beginning of the 2010 at the earliest. Lupu explained that such kind of agreement is followed by a series of legal and technical procedures to be carried out by the Parliament and Government. At the moment, the Parliament of Moldova has been dissolved, so the decisions on loan will be adopted only after July 29, said the PDM leader. He believes it is very important to make public conditions of the Russian loan, and see if this will be a concessional one. According to Marian Lupu, it is also very important to find out if this is going to be a consumer or an investment loan. PD accuses the opponents of pressure and blackmail
The Democratic Party of Moldova has accused the political opponents of pressure and political blackmail and has declared that will remain fair in this situation, but combative when required. This statement was done at a press conference on Tuesday by the PDM leader Marian Lupu, who claimed that such pressure is come from both left-wing and right-wing parties. The parties’ financing will be strictly monitored
As compared with the previous electoral campaign, the parties’ financing in the early parliamentary elections will be strictly monitored, has declared the Deputy Prime Minister and leader of the Christian Democratic People’s Party (PPCD) Iurie Rosca to the press. He explained that the experience of previous several election campaigns had demonstrated how difficult it is to follow parties’ election spending, so now such control will be carried out with the support of law enforcement organs. Iurie Rosca said that parties that do not comply with the election spending limit and the electoral Regulation established by the Central Electoral Commission will be sanctioned according to the law.
