Many TV and radio channels will organize electoral debates in the election campaign for the July 29 early parliamentary elections. EU TV and TV7 will organize debates between 14 and 24 July. Chisinau City Hall allotted 288 thousand lei for elections
The Chisinau City Hall has allotted from the municipal reserve fund 288 thousand lei for holding early parliamentary elections on July 29, Deputy Mayor Vlad Cotet told the press today. The major part of the means will be used for opening polling stations and paying salaries to poling stations’ chairpersons and secretaries. Some money will go for repairing polling stations premises and providing them with equipment necessary for election holding, as well as for arranging polling booths and manufacturing transparent ballot boxes. PCRM asks CEC to dismiss Nicolae Garbu
The ruling Party of Communists (PCRM) has lodge a petition to the Central Electoral Commission, asking it to analyze the behavior of one of its members, Nicolae Garbu, and to consider his dismissal from the post. The PCRM permanent representative to CEC Sergiu Sirbu stated to the press that Garbu does not actually performs his official duties and only acts in the interests of the Moldova Noastra Alliance (AMN) that nominated him to this post. As a proof Sirbu brought two recent examples when Mr. Garbu attended seminars for local administrations of the Soldanesti and Soroca rayons, and instead of focusing on electoral agenda questions he started making loud political statements about how the Communist authorities had rigged the April 5 parliamentary elections. Sirbu also mentioned several more instances of how Nicolae Garbu abused his official post for overt canvassing in the Moldova Noastra Alliance’s favor. Previously, the question of Garbu’s dismissal from the post was raised in the Central Electoral Commission twice, but the AMN representative remained in office. (Infotag)
The only possibility to prevent the victory of Moldovan nationalists, who hate Transnistria and seek to make the region a NATO stronghold, is to support the Party of Communists of the Republic of Moldova in the July 29 elections, it was said at the plenum of the Central Committee of the Party of Communists of Transnistria (PCT) held on Wednesday. The PCT member Mikhail Mikhalitsyn told his party comrades that “Moldova has been in a political crisis caused by pro-Romania forces for American money. The election outcome in Moldova will be crucial not only for that state but largely also for Transnistria’s destiny. It would be impermissible to let Moldovan nationalists come into state power again”. Plenum participants voiced regret that the Tiraspol authorities are again refusing to open polling stations for Transnistrians having the Republic of Moldova citizenship. The local communists presume that the ballots of local residents cast for PCRM would help reduce victory chances for Moldovan nationalist forces so hostile towards Transnistria. (Infotag)
Moldovan group from Italy demands PPCD leader “to stop hitting the opposition”
A group of Moldovan nationals who work in Italy have sent an open letter to Deputy Premier Iurie Rosca, leader of the Christian Democratic People’s Party (PPCD) and demanded him to stop hitting the opposition. They note that the nomination of Iurie Rosca “to the office he has dreamed about for at least one month — in charge with security services — with the purpose to stifle the opposition was the heaviest blow for them.” On behalf of thousands of former PPCD members and supporters we demand: “Hold it in the last moment of the revenge. Do not hit the opposition and innocent youths who defend their right to a free and prosperous life,” reads the letter by migrant workers. (Deca-press)
Marian Lupu was target of a “bomb attempt”
Marian has become the target of some assaults orchestrated by those who care about some narrow group interests only in the detriment of real interests of country’s citizens, reads a statement by the Democratic Party of Moldova (PDM) , which list is headed by the former chairman of the Parliament, Marian Lupu. According to the statement, on Monday, June 29, “certain hostile circles tried to compromise the meeting of Mr. Lupu with PDM members and supporters in the rayon of Orhei, which should take place at the Orhei City Hall, with an anonymous phone call signalling that a bomb was allegedly installed in the building.” Policemen, firemen and emergency vehicles came to the scene, and police said that the meeting could not take place in those conditions. “Realising the real plans of the unknown provokers, both 360 participants at the meeting who came from all localities of the Orhey rayon, and Marian Lupu assumed the risks and insisted to hold the meeting,” reads the statement. “Forta Noua” supports PDM in elections
The former defence minister, Valeriu Plesca, chairman of the social-political movement “Forta Noua” (New Force), told a news conference on Thursday that his movement joins the Democratic Party of Moldova and will support this party in the early elections. Plesca said that he is negotiating the merger with PDN, and a decision in this respect will be made at the PDM congress scheduled for July 19. At the same time, Plesca noted that none of New Force representatives will be part of the PDM electoral list in the early elections, but did not rule out the possibility to nominate candidates to the “shadow cabinet”, which could compete even with acting deputy premiers who coordinate the security forces. According to Plesca, Marian Lupu alone heading PDM will be able to consolidate the social-democratic centre, will stop the polarization of the political class, ensure a balanced foreign policy and promote policies on accession to European standards. A high-ranking OSCE official refutes “Moldpres” news concerning the fairness of elections
The “Moldpress” news that the OSCE would have allegedly assured that the “April 5 elections met all criteria” is wrong, says Petros Efthymiou, president of the OSCE Parliamentary Assembly of second commission. Liberal Democrats demand public condemnation of stalinist deportations
The opposition Liberal Democratic Party of Moldova (PLDM) is demanding that the Moldovan Communist authorities must publicly condemn the mass-scale deportations of Moldova residents by the Soviet communist regime. The PLDM First Deputy Chairman Mihai Godea said at a news conference, this July 6 will mark the 60th anniversary of the second wave of Stalinist deportations. The Liberal Democrats presume that ever since 1941, the rights of Moldovan deportation victims have been constantly infringed on, though most of the people have been subsequently rehabilitated by law. Godea condemned the central authorities for their decision to lay the burden of repaying compensations to such people on regional administrations, whose financial possibilities are very limited. He demanded that these compensations must be provided directly by the Government of Moldova. (Infotag)
Party for Nation and Country calls to vote for AMN
The Party “Pentru Neam si Tara” (“For Nation and Country”) has decided not to run in the July 29 early parliamentary elections, its chairman Nicolae Utica told a news conference today. He explained the party does not want to fractionalize the electorate and wishes that the main democratic forces — the Liberal Party, the Liberal Democratic Party of Moldova and the Moldova Noastra Alliance — receive a maximum possible number of ballots. “We want the democratic forces to defeat the Communists and to thus put an end to the country’s degradation”, Utica said. He called upon all party members and supporters to vote for the Moldova Noastra Alliance (AMN) — “a powerful, consolidated and professional team able to govern a democratic European state”. Utica stressed that though his party comrades collaborate with the Moldova Noastra Alliance, they do not want to accede to it or run for parliament on the AMN list. (Infotag)
Voting rules for Moldovans abroad will not change
Moldovan nationals from abroad will be able to vote on July 29 at the polling stations only opened in diplomatic missions of Moldova like at the previous elections. Vladimir Turcan, candidate on the PCRM electoral list, told a news conference on Thursday, July 2 that the established rule is not a “Moldovan invention, but an international regulation.” “Only areas of Moldovan embassies to other countries are considered a territory of Moldova, all the laws of our country are respected there and only there,” Turcan stressed. Grigore Petrenco, a PCRM candidate, stated that the number of Moldovans from other countries grows between the elections, from 3,804 electors in 2001 up to 16,766 this year. Petrenco noted that the number of polling stations to Moldovan diplomatic missions has increased in eight years, from 15 in 2001 up to 33 in April 2009. (Info-Prim)
Kalman Mizsei: the legitimacy of elections will prove Moldova’s commitment to European integration
Legitimacy of the elections in the eyes of citizens, political parties and the international community will reconfirm Moldova’s commitment to European integration, and will also ensure that the state institutions the new Parliament will form can make the difficult decisions that need to be taken to bring the country out of the current political and economic crisis. This statement appears in the Appeal of the EU Special Representative in Moldova, Kalman Mizsei. He stresses that in order to achieve this, elections need to be free and fair and the campaign must be conducted in a civilized manner that would guarantee that political parties of the country can join forces after the elections, regardless of outcome. Kalman Mizsei, states that the recommendations provided, notably in the OSCE/ODIHR final report on the 5 April elections should be carefully examined and implemented in good faith. The Appeal reads that “To ensure that Moldova continues to strive for these ideals during these elections and after, we encourage real steps in ensuring that the coverage of the elections in electronic media meets international standards.” Miszei also recommends paying special attention to compilation of voter rolls. He also urges all political parties to abstain from using speculations and accusations related to the events after 5th of April in the current election campaign as this would further the existent split in the society, supposing that the new Parliament will set up an independent commission that will investigate the events of 7–8 April. “I call on the Moldovan politicians to tame down the rhetoric of this campaign for the sake of the country! Those who frighten the public on one side with fascism, on the other side with Stalin’s practices do not do good to democracy, we have to say it very clearly, and those in the political life of Moldova who care for a sober, centrist political culture should also do it — on both sides.”, reads the Appeal. PD billboards assaulted by “guerrilla elements”
Some billboards of PDM were vandalised early on July 2, 2009, with some of them being destroyed completely, according to a PDM communiqué. It said that the electoral billboards of the Democratic Party of Moldova were deteriorated in Orhei and Balti, with Balti town being known as an action zone of some pro-communist “guerrilla” elements. Three billboards of PDM were destroyed in Balti early on July 1, with one of them being installed on the party building. PDM has notified the CEC in this regard and asked it to hear a representative of the Interior Ministry in connection with the police actions aimed to find the doers and prevent other actions of this kind. Authorities admit that Valeriu Boboc was killed
Vladimir Turcan, chairman of the state commission which investigates the April post-electoral events in Chisinau, has hinted at a news conference that Valeriu Boboc had died after being hit in the throat and heart region. “An investigation will find out who had beaten Valeriu Boboc, as the young man was hit in delicate regions such as throat and heart. The guilty will be punished should investigators establish that he was beaten by a policeman,” Turcan assured journalists. Valeriu Boboc died early on April 8. Forensic doctors said first that he was poisoned with an unknown gas. Further, the defence said that Valeriu Boboc died after a heart stoke occurred after being beaten. Two months after his funerals Valeriu Boboc was exhumed for an expertise. The procedure was done in the presence of the lawyer of Boboc family, prosecutor who investigates the case and a forensic doctor who came from London for that purpose. (jurnal.md)
