On September 29 the decree on dissolving the Parliament was published (the interim President of the Republic of Moldova signed the decree on September 28 at a press conference). According to the text, given that Parliament failed to elect President of the Republic of Moldova, in accordance with constitutional procedures and deadlines established by law it decrees:
- the Parliament of 17th convocation is dissolved on September 29, 2010;
- the new parliamentary elections shall be held on November 28, 2010.
Central Electoral Commission (CEC) convened the first meeting for organising the early parliamentary elections of November 28, 2010, taking several decisions on:
- determining the date for starting to receive the documents for registering the candidates: starting with Monday, October 4, 2010, between 09.00–16.00, at CEC. October 28, 2010 is the deadline for submitting the documents for registration. If several candidates will submit the documents on the same day, the order of entry on the ballot shall be determined by lot;
- approving the calendar programme for the implementation of actions under the Electoral Code regarding the organization and conducting the early parliamentary elections;
- announcing the list of those 31 political parties registered with the Ministry of Justice until the electoral period begins;
- approving the estimated costs for conducting the early parliamentary elections, amounting to 43 million 136 thousand lei. By a recent decision, the Government allocated for parliamentary elections only 35 million lei, and both the governmental and CEC representatives declared that if the allocated resources will not be sufficient, they will be complemented;
- approving the model of the MP candidate identity card (it is planned to print 3,200 identity cards for members of political parties and 60 cards for independent candidates).
Following the information on alleged electoral bloc between the Democratic Party of Moldova (PDM) and the Liberal Party (PL), the PDM press service specifies that it will run independently in the parliamentary elections of November 28, 2010 and will not form electoral blocs with other political parties. The communiqué also mentions that this position was repeatedly expressed by the party leadership, as decided by the PDM political executive body; the creation of an electoral bloc on the eve of elections would be “irrational and impossible”, and the party must demonstrate its viability and to obtain the public mandate based on its own ideas and platform.
