The list of compromised candidates causes discontent

Civic Initiative for a Clean Parliament (ICPC), a coalition of 7 NGOs, has released the list of candidates deemed incompatible with the MP position. The findings are based on monitoring and investigations conducted by journalists, based on criteria of integrity: improper assets and income; use of administrative resources for personal or party benefit; use of official position for personal or family interest, nepotism, traffic of influence; maladministration, unpaid duties/fines; behavior against the rule of law; public image of the candidate; political transits. Information on candidates who are considered compromised ones was submitted to their political parties, and they had they had the opportunity to present counter-arguments to the presented information, or to exclude those candidates until November 15, 2010.The number of monitored candidates was established according to the parties’ chances to enter the Parliament (according to recent opinion polls and the results of parliamentary elections), including the candidates who had previously held important public positions. Party leaders who cooperated with the ICPC were not included. The presented list includes: The list is published in the newsletter “Know your candidate!”, printed in 200,000 copies and distributed in all localities of the Republic of Moldova. Electronic version of the report is posted on the website www.moldovacurata.md.

Many candidates mentioned in the report stated that the information is wrong, some have accused ICPC of biasness and unprofessionalism and said they will lodge complaints with the CEC and the court. PCRM has issued a press release condemning the “defamatory campaign unleashed against it by public associations that have launched the so-called Civic Initiative for a Clean Parliament”, which would not observe “the most important principle of the rule of law — presumption of innocence”. PCRM announced that the actions of ICPC member organizations will be challenged in all relevant bodies and it will seek compensation for all damages caused.

Another pre-election poll

The Centre for Sociological Investigation and Marketing “CBS-AXA” and the Centre for Research of Romanian Opinion and Market issued the data of a new opinion poll, conducted between November 9 to 15, 2010. According to presented data, the main political parties would get the following electoral scores: As for the trust in politicians, the following rating list is configured: The poll was conducted between November 9 to 16 on a sample of 1022 people with a margin of error of about 3.1%.

Prosecution Office gives priority to electoral notifications

Prosecutor General issued an order that forces territorial prosecutors to ensure that prosecution gathers all relevant information about violations of electoral law and decides their examination as a priority matter. At the same time, prosecutors shall promptly respond and, where appropriate, immediately ex officio or upon notification on violations of electoral legislation regarding the organisation of electoral process, notifying the relevant electoral bodies or other competent institutions. Territorial prosecutors were obliged to inform the district electoral councils about categories of committed violations during the elections of April 5, 2009, asking them to undertake the necessary measures to exclude them from the future elections. Romania grants free transportation to Moldovan voters

Romanian Ministry of Transport and Infrastructure approved the request to ensure free rail transportation to the polling stations opened in Romania for Moldovan citizens on November 28. The trip will be free of charge upon presentation of passport or identity card issued by Moldovan authorities. In Romania there are seven polling stations opened for the parliamentary elections of November 28, 2010 (2 in Bucharest and 1 station in each of the following cities: Iasi, Galati, Timisoara, Brasov, Cluj and Constanta).

Latest changes in the lists of candidates

Liberal Party (PL) requested CEC to change the list of PL candidates, replacing four persons in the list with four PL ministers (Anatol Salaru, Vitalie Marinuta, Ion Ciobanu and Gheorghe Salaru).Until November 23, these ministers should be relieved from duty.

The ones who also requested to operate changes in the lists of candidates: Republican Party, PUM, PPCD and the Movement Ravnopravie.

On the evening of November 19, the Democratic Party of Moldova announced that the second on its candidates list will be the businessman Vladimir Plahotniuc, who previously announced that he supports PDM and its leader Marian Lupu.

Vladimir Voronin insulted Gagauz people

The Governor of ATU Gagauzia, Mihail Formuzal, requested PCRM leader Vladimir Voronin to apologize to the Gagauz people, otherwise he will be sued. Formuzal mentioned that the way how Vladimir Voronin behaved at a recent meeting with voters in Ceadîr-Lunga (Voronin replied to a person in the hall: “You are not people. You’re an idiot!”. The Party “Moldova Unita — Единая Молдова” (“United Moldova”)(PMUEM) has also expressed its concern and indignation about the insult made by the PCRM leader, Vladimir Voronin, to the the Gagauz people and requested to apologize publicly, both in front of Gagauzia and in front of the whole country. PMUEM considers that such behaviour incites ethnic hatred and splits even more the Moldovan society. (source: PMUEM)

Publika TV will have a special program on election day

Publika TV station will have a special program on November 28, in addition to regular news the national exit-poll results will be broadcasted live. Viewers can also participate in a contest, in which the a 5,000 lei prize will be awarded to one who will name most accurately the top three competitors in the elections and their results. BCC sanctions again NIT and warns Moldova 1

Although it finds continued infringements on the observance of pluralism in broadcasted programs, the Broadcasting Coordination Council (BCC) has refrained from applying the sanction of ceasing the broadcasting license of NIT TV station. BCC decided to apply the prohibition on broadcasting the advertising for five days, based on its monitoring report and a large number of complaints lodged by political parties with BCC, according to which NIT covers PCRM in a positive light, and other parties are presented unfavourably. However, BCC noted that none of electoral competitor who filed complaints have also requested NIT to make use of their right of reply.

BCC warned the public channel “Moldova 1” for providing too much airtime to cover the governmental and presidential activities and relatively less air time to independent candidates. Representatives of S.E. Teleradio-Moldova explained that Presidency and Government generate events, and independent candidates are less active. (source: Moldpres)

Mihai Ghimpu wants “EIA again” gift

Asked on his birthday what gift would he like to receive from the colleagues from the European Integration Alliance, the country’s interim President said that “the EIA’ gift would be the governance in its current composition after the parliamentary elections of November 28”.
