EU Special Representative welcomes the Parliamentary Elections
In an interview for the Agency Info-Prim Neo, Kalman Mizsei, EU Special Representative to Moldova, said that he appreciates the fatigue strength of the population, which has exercised the civic right, showing up in large numbers in elections, and the whole process was held worthily and broadly democratic. This makes Moldova favourably different from other countries of the Eastern Partnership community, and in the CIS Moldova has become a model for democratic development. Mizsei considers that long-term interests of Moldovan citizens will be served best if Moldova will further go on the pathway of European integration, and the programs and rhetoric of parties and politicians in general must take into account the interests of citizens, that is manifested precisely towards the direction of European integration. EU Special Representative also considers that civil society played an important role in increasing the civic activism and properly monitored various aspects of this campaign, this being commendable. CEC totalled the election results
At its meeting of December 6, 2010, the Central Electoral Commission summed up the results of elections to Moldovan Parliament of the nineteenth convocation. According to final data, 1,732,944 voters participated in elections, i.e. 63.35 percent of the number of people registered on the electoral lists (basic ones). The votes and MP seats were distributed as follows:
Party of Communists of the Republic of Moldova — 676,761 votes or 42 seats;
Liberal Democratic Party of Moldova — 506,365 votes or 32 seats;
Democratic Party of Moldova — 218,847 votes or 15 seats;
Liberal Party — 171,434 votes or 12 seats.
Other relevant statistical data on voting, totals by CEC:
64,199 voters voted abroad;
3,681 citizens voted with expired IDs;
4,338 citizens voted based on temporary ID F-9;
17,672 citizens voted based on voting certificates;
40,603 citizens voted at their place of stay (with mobile ballot box);
12,035 citizens voted based on student card;
7,704 persons voted at polling stations opened for Moldovan citizens in some localities from the left bank of Nistru, in Bender municipality and some localities in Causeni district.
At the same meeting, the CEC approved the text of the message of gratitude addressed to all those involved in the campaign for parliamentary elections of November 28, 2010: electoral authorities, central and local authorities, electoral competitors, observers and media representatives.
Central Electoral Commission has examined a contestation lodged by PCRM with CEC and declared invalid those 929 votes cast on A4 sheets, not in compliance with Electoral Code. At the same time, CEC mentioned that an additional decision on this issue could be taken by the Constitutional Court that could determine whether the constitutional right to vote shall prevail over the rules of the Electoral Code.
The bodyguards of Vladimir Voronin had acted lawfully
Based on internal investigation initiated by the State Protection and Security (SPPS), it was found that bodyguards of the former President of the Republic of Moldova, Vladimir Voronin, had acted lawfully in case of the incident that took place in Ungheni, when a citizen would have been mistreated. SPPS considers that those three bodyguards, who were in duty, have not used the force, and the person who was allegedly ill-treated was taken out of the room because he had rude and aggressive behaviour.
Parties declare reduced expenditures in the campaign
According to the study “Financing of political parties: between transparency and obscurity”, prepared by experts of IDIS “Viitorul”, the biggest problem in the 2010 electoral campaign is the failure by the contestants to report their real expenditures and income. The authors found that expenditures for agitators, transportation and services provided by political technologists, which are often very high, were not declared. The study contains a range of recommendations on improving the legal and institutional framework, also demanding the public financing of political parties to be started. (Source: IDIS Viitorul)
PLDM wants restoration of AIE
PLDM Chairman, Vlad Filat, stated at a press briefing that PLDM sees the future of Moldova in restoring the European Integration Alliance in the formula PLDM — PL — PDM. In this context, PLDM asks the other parties to make public the option for the establishment of pro-European coalition. Vlad Filat asks Vladimir Voronin, PCRM leader, to seek public apology before MPs, politicians and citizens whom he offended by his statements during campaign and after it, a situation which excludes any possibility of dialogue between PLDM and PCRM.
