The report summarizing the behaviour of the media during the campaign for parliamentary elections of November 28, 2010, prepared by the Centre for Independent Journalism (CIJ), finds a number of positive aspects:
the number of materials and electoral programs on radio and TV gradually increased during the campaign;
majority of the ten monitored audiovisual outlets have actively involved in the coverage of the electoral campaign;
public channels Moldova 1 and Radio Moldova had a different behaviour comparative with that in the election campaigns in 2009, they renounced from the practice to start the news with stories on central administration and ruling parties;
journalists were able to ensure diversity of opinion both in the news, as well as in special election programs, providing also more voter education materials.
The following are mentioned as shortcomings:
PLDM and PL were slightly favoured due to their leaders coverage in the news as prime minister and acting president;
private stations with national coverage Prime TV, 2 Plus and Prime FM radio favoured PDM over the last three weeks
NIT private station has made an open political partisanship for PCRM and its leader, had a behaviour that is inconsistent with principles of pluralism of opinion;
TV channel with regional coverage N$ favoured PLDM, giving it more space to describe the campaign activities and the activities of the Prime Minister;
radio station Vocea Basarabiei had disadvantaged PCRM and favoured PLDM and PL;
private station Publika TV had no evident trend of favouring certain candidates, and Jurnal TV station favoured the Party for Nation and Country and disadvantaged PCRM and PDM. (Source: CIJ)
Academicians call for responsibility and consensus
A group of renowned academicians and scholars call on Moldovan political class, which must prove they are is the service of citizens and must avoid the country to be involved in a vicious cycle early of elections. The call’s signatories urge the political class to put an end on belligerent rhetoric and initiate a transparent and efficient dialogue for establishing the state supreme authorities. The following principles are proposed for setting up the future dialogue format:
to create a broad parliamentary coalition;
to hold discussions based on national interests;
to ensure functionality of political system;
to build prosperity for the citizens of Moldova.
The call is signed by the leadership of Moldovan Academy of Sciences, academicians, scientists, doctors, representatives of various branches of science, culture and social life.
PCRM is empowered to ally with PDM
The plenary of PCRM Central Committee authorized the Executive Committee of the party to continue negotiations with the Democratic Party on the creation of anti-crisis Coalition “For Moldova” and to sign the appropriate coalition documents. The decision was taken after the PCRM Chairman, Vladimir Voronin, informed the Central Committee members about the actions on starting the political dialogue with the Democratic Party, initiated in the context of PCRM electoral promises on strengthening the society based on Moldovan statehood, European freedoms and social justice. The offer of PLDM
Liberal Democratic Party has made public its offer for the future ruling coalition:
Democratic Party of Moldova to hold the position of the head of state;
Liberal Party is proposed to hold the positions of parliamentary speaker;
PLDM should continue to hold the position of Prime Minister.
Sharing the ministries and other important functions within the Government will be made during subsequent trilateral negotiations PLDM — PDM — PL. PDM representatives commented coldly that offer, saying it replicates the situation of the last year, when the PDM leader didn’t succeed to hold the position for which he was nominated, and the PCRM offer in this respect would be more generous.
