Central Electoral Commission approved the procedure for recounting ballots in early parliamentary elections of 28 November 2010, which will take place in accordance with Special Instruction for the recount of ballots approved by the CEC in order to enforce the decision of the Constitutional Court no.5 of December 10, 2010. The Instruction sets out the following procedure:
- receiving proper electoral documentation from the court on the morning of December 15, 2010;
- recounting the votes by electoral bureaus of the polling stations, with the participation of observers, competitors and media;
- submitting to CEC on December 16, 2010 the documents on final result of the vote recount.
The ballots from polling stations outside the country will be recounted by working groups composed of members of Chisinau constituency electoral Council, members of electoral bureaus of those polling stations that are currently in the country and the staff members of the council. To organize the vote recount, the Commission has relieved from the permanent job, for the period December 13–17, 2010, the whole composition of electoral councils, and these will further attract from the permanent job the members of electoral bureaus of the polling stations for the period December 14–15.
To conduct the recount, the CEC estimated the cost amounting to 13,115,923 lei. After the elections of April 5, 2009, CEC has spent for recount just 3.688 million lei, the procedure being the same as in the current elections. (
