Central electoral Commission (CEC) adopted several decisions, among them:
has determined the procedure for participation in the republican constitutional referendum of September 5, 2010 for Moldovan citizens residing in localities from the left bank of Nistru river, in Bender and several localities from Causeni district. According to the decision, the citizens from the localities concerned, temporarily being out of the sovereign control of Moldovan constitutional authorities will participate in referendum in the following neighboring localities under Moldova’s jurisdiction: Varnita, Anenii Noi district; Copanca, Fîrlădeni, Hagimus, Căuşeni district; Doroţcaia, Ustia, Cocieri, Dubăsari district; Sănătăuca, Floreşti district; Rezina, Rezina district; Răscăieţi, Ştefan Vodă district. CEC has also set up a polling station in Chisinau — no. 113, in the premises of the Moldovan Railway Department (address: 48, Vlaicu Pîrcălab str.), — for Moldovan citizens residing in the localities from Transnistrian region that will be in Chisinau on the day of referendum.
has accredited national and international observers for monitoring the republican constitutional referendum of September 2010, as follows: • 16 national observers from the Civil Association “Center for Juridical Investigation and Protection of Human Rights” (CIJADO); • 3 national observers and 2 international observers from the Embassy of United Kingdom of Great Britain and Northern Ireland in Chisinau; • 58 national observers from the Moldovan Institute for Human Rights (IDOM); • 17 national observers from the “PROMO-LEX” Association.
Has confirmed the persons responsible for finance matters and the proxies of participants in referendum; has adopted the decision on the distribution of electoral stamps to polling stations bureaus for referendum of September 5.
City Hall Chisinau launched an on-line service to check the voter lists
City Hall Chisinau launched an online service to check the voter lists prepared for the referendum of September 5, 2010. Citizens eligible to vote who have residency in Chisinau can check if their names are included in voter lists.
National Liberal Party (PNL) launched the initiative and slogans urging people to participate in the referendum of September 5, 2010. The appeal says that “the Parliament failed to elect a President. We need a brave President, who will lead us to the unification with Romania — the shortest way towards the EU integration. Vote at referendum FOR a President who will make you free! Vote FOR a President that will be always close to you!”
Training of journalists on media coverage of referendum
Almost 20 Moldovan journalists and mass media editors are trained on the methods of media coverage during the constitutional referendum. The training is organized in the framework of the Joint Program between the European Union and the Council of Europe entitled “Democracy Support Program in Moldova” (Component — Support to the development of a pluralist media) in partnership with the Central Election Commission.
