Tiraspol administration is against polling stations in Corjova
Transnistrian delegation to the Joint Control Committee (JCC) demands Moldovan authorities to refrain from opening polling stations in Corjova, which is under the subordination of legal authorities of the Republic of Moldova. According to secessionist authorities, the intention of Central Electoral Commission to establish polling stations in Corjova is perceived as a warning to Transnistria and may be the beginning of a confrontation. Transnistrian JCC delegation addresses the Russian JCC Co-Chairman, Ukrainian and OSCE representative to support their efforts, so as to prevent Moldovan side from making use of electoral campaign for destabilizing the situation in the region. Earlier, CEC have tried to organize voting in Corjova, but separatist authorities have organized provocations and hampered the execution of voting right.
Another survey shows high turnout in referendum
Sociological survey: “Vox Populi — August 2010”, issued on August 26, 2010 shows that about 63% of respondents are going to participate on September 5, 2010 at the referendum on modifying the Constitution, 22% — won vote, and 15% — aren’t decided yet. The choice of about 3/4 of respondents would be to elect directly the President, every tenth person would vote against amending the Constitution, 16% of interviewed persons weren’t able to give a clear answer to this question. The onsite research of the survey “Vox Populi — August 2010” were carried out on August 9–22, 2010 on a sample of 1594 respondents from 76 localities, representative for the adult population of Moldova (without Transnistrian region), with a maximum error of +2,6%. CEC prepares testing electronic Registry of voters
Central Electoral Commission prepares, in cooperation with UNDP project “Electoral support for Moldova”, to carry out the third pilot project of the Electronic Registry of Voters. The pilot project will be accomplished on the Referendum Day in Central sector of the capital city, where about 76 000 voters will vote in those 45 established polling stations. The purpose of this pilot project is to test the system of electronic registration and it doesn’t substitute the current system. The registered voters in electoral lists of Central sector are being announced by means of bilingual flyers disseminated in their postal boxes and billboards in front of polling stations about the possibility for them to participate in electronic registration by showing to operator the ID allowing them to vote. Pilot projects of this kind were previously carried out during partial local elections in v. Stefanesti and v. Semionovca, district of Stefan Voda (November 2009) and t. Singera, Chisinau municipality (May 2010).
PLDM demands to allow voting with expired documents and gets additionally involved in referendum campaign
Chairman of the Liberal Democratic Party, Vladimir Filat, has sent a note to the Central Electoral Commission, whereby he draws attention to the fact that, currently, according to the data of the Ministry of Informational Technology and Communications, the validity of 314 540 passports and about 130 000 identity cards is expired. In PLDM view, that is an obstacle for the citizen’s right to vote, particularly for Moldovan citizens abroad, who lack the possibility to quickly prepare a new passport. Proceeding from the experience of Central Electoral Commission during 2007 general local election in 2007 and in 2009 parliamentary elections, PLDM demands CEC to adopt a decision so as to allow using expired passports and identity cards for exercising the voting right in referendum of September 5.
The Political Council of PLDM Extraterritorial Organization “For Independence and European Integrity”, within its meeting held on August 26, has approved an action plan regarding the involvement of this organization in the campaign for constitutional referendum of September 5 and adopted a political Declaration, whereby the conviction is expressed that Moldovan citizens will actively participate in the plebiscite and will choose to elect the President directly.
