Promo-LEX Association has developed the second report on monitoring the republican constitutional referendum, covering the period from August 14 to September 2, 2010.The report finds a rather equidistant conduct of the electoral and public administration, as well as some irregularities in the organization of the poll and in the conduct of electoral participants. During the monitoring period it has been not found any discriminatory treatment of electoral participants by public administration, the Moldovan diplomatic missions have published on their web pages the information about the referendum and the voting process. The irregularities are related to:
- quality of electoral lists, their late presentation and posting;
- incomplete and delayed submission of financial reports;
- cases of undue influence on voters (by representatives of some public bodies, including universities);
- cases of giving material gifts to voters or institutions in the electoral context.
Concerns are also raised due to the following issues:
- the possibilities to attend the voting process by voters residing in affected areas (the village Cotul Morii);
- late establishment of several election bureaus;
- insufficient number of invitations to participate in the referendum comparative to the total number of voters;
- posting campaign posters in unauthorized places;
- lack of online tools to communicate with voters abroad;
- ignorance towards the Code of Conduct by the participants in the referendum and media.
The report contains recommendations for electoral authorities, central public administration and law enforcement bodies. (

Human Rights Institute (IDOM) presented a report assessing the accuracy of voters lists in the republican constitutional referendum of September 5, 2010. The assessment methodology proceeds from geographical coverage based on a representative sampling, direct observations, interviews, comparative analysis of data. 91 observers were deployed in 121 polling stations, covering the municipalities of Chisinau and Balti, 32 districts and 45 administrative territorial units of the first level (communes and villages). According to the report, the Electoral Commission has developed the necessary instructions, has held training seminars in all district electoral councils and has sent to local public administrations the electoral lists extracted from the State Register of Voters, but failed to give instructions to all mayoralties (LPA) and polling stations and did not receive all electoral lists in due time. As in previous elections, the local public administration (LPA) — faced the lack of human resources, financial and technical difficulties, they have formed differently the electoral lists, using three sources: local records, CEC information and electoral list from previous elections. In most LPAs T the difference between the number of voters included in electoral lists received from CEC and the number of voters included after updating process was not significant, and the main reasons pointed out by LPA were:
- exclusion of deceased persons and those who — changed their residence/domicile visa (left/arrived);
- including people who have meanwhile reached the age of 18 years;
- excluding from the list those people who left the country.
Most electoral observers have provided free access to observers in order monitor the process of updating and changing the electoral lists. However, about half of the monitored electoral bureaus did not made public the electoral lists within the deadlines set by the Electoral Code. (

Ministry of Communications and Information Technology has given indications to the documentation services regarding the activity on September 5, 2010, which was announced a working day with the program starting at 07:00 till 21:00 for the Working Group responsible for providing necessary assistance to the bodies and services involved in preparing and conducting the referendum, as well as for territorial subdivisions dealing with the population registration and documentation, including all sections dealing for urgent collection and issuance of documents. By means of territorial subdivisions for registration and documentation of population, the citizens can benefit operatively from:
- documenting with provisional identity documents;
- issuance of processed identity documents;
- recording at home;
- granting the citizenship of the Republic of Moldova.
At the same time, starting with August 28, 2010 for Moldovan citizens with voting rights, holders of identity documents with the status “invalid”, whose documents are lost or stolen, who have not previously been documented with identity documents, upon a request are provided free of charge with a temporary ID or the validity of previously issued one is extended for a term not exceeding two months from the date of filing the request. The documentation within a reasonable time is also provided to the detained or arrested people who do not have identity documents or the validity of which has expired.
